Scope of Work

The work is primarily scheduled during SSRL’s Summer 2026 shutdown (July 21, 2026, through October 1, 2026), with the HVAC system operational by September 19, 2026. If equipment lead times necessitate, the project will be phased, with remaining work performed during the Summer 2027 shutdown (July-September 2027). This is classified as "Non-Green" work, requiring adherence to specific Environmental, Safety, and Health (ES&H) protocols.
Contract Details
This will be a Firm Fixed-Price subcontract. It incorporates numerous Federal Acquisition Regulation (FAR) and Department of Energy Acquisition Regulation (DEAR) clauses by reference. The Davis-Bacon Act requirements apply, necessitating weekly submission of certified payroll reports via SLAC's LCPtracker software. Field Change Orders (FCOs) up to $25,000 can be authorized by the Construction Manager or Project Manager.
Key Requirements & Deliverables
Proposals must include a Technical Proposal (Volume I) covering:
- Technical Approach: Project approach, work elements (demolition, installation, dust mitigation, waste disposal), and Quality Assurance/Quality Control (QA/QC) plan.
- Safety: Comprehensive ES&H program, environmental compliance history, and a completed Subcontractor Safety Qualification Form (SQF). A Subcontractor Safety Injury and Illness Prevention Plan (IIPP) Acknowledgement Form is also mandatory.
- Schedule & Phasing Plan: Detailed plan aligning with the summer shutdown periods.
- Project Management & Experience: Methodologies, team coordination, and qualifications of Key Personnel (Project Manager, Project Superintendent, Site Safety Representative with OSHA 30 minimum).
- Statement of Qualifications: Valid California contractor's license, local San Francisco Bay Area office (established minimum three years), and proven experience with DOE National Laboratories or similar facilities.
A Price Proposal (Volume II) must include a detailed breakdown using the provided template, business documentation (surety letter, D&B report/financials), and completed Sections A, B, H, J, and K of the RFP.
Eligibility & Evaluation
