This document provides responses to vendor questions regarding Solicitation W51AA1-26-Q-A021 for stacking weights.

• Certificate of Weight Accuracy: Required at delivery.
• Calibration/Traceability: Documents are expected.
• Delivery Appointment: Required at Building 1E between 7:00 AM and 4:30 PM, Monday through Thursday.
• Government Offloading Equipment: Forklifts will be provided.
• Partial Delivery: Acceptable if a split shipment is needed.
• Early Delivery: Acceptable.
• Alternate Manufacturers: Permitted, provided all technical, functional, and DFARS requirements are met.
• IUID Marking (DFARS 252.211-7003): Not required for this product. DFARS 252.211-7003 will be updated to 'Not applicable' via Amendment 0001.

An amendment (Amendment 0001) will be issued to reflect that IUID marking is not required and DFARS 252.211-7003 will be updated accordingly. Other clarifications pertain to delivery logistics and acceptable product specifications.

Amendment / Modification

• The response due time has been extended from 10:00 AM to 04:00 PM.

• The response due date has been extended to January 22, 2026.

• DFARS Clause 252.211-7003, "Item Unique Identification and Valuation," has been modified. The clause now states that "fill in" is "Not Applicable" for certain line items.

• A document titled "Final Copy of 10 QUESTIONS for W51AA1-26-Q-A021" has been incorporated.

• Solicitation due date and time.

• DFARS Clause 252.211-7003, "Item Unique Identification and Valuation."

• The proposal submission deadline has been extended to January 22, 2026, at 4:00 PM EST.

Amendment / Modification

This addendum provides clarifications and instructions for Request for Quote (RFQ) W51AA1-25-Q-A021.

• Procurement Details: The RFQ is for two (2) steel stacking crane test weight sets under a Firm Fixed Price supply contract, conducted as a 100% small business set aside, following FAR Part 12 and Part 13.
• Delivery Date: The specified delivery date is an estimate; the actual date will be determined at award based on the offeror's quoted lead time.
• Responsiveness: Failure to follow instructions in this addendum may render a proposal non-responsive. Offers submitted on a basis other than F.O.B. Destination will be rejected.
• SAM Registration: Contractors must have active SAM.gov registration and be found responsible IAW FAR 9.1 with no delinquent federal debt to receive an award.
• Questions: Offerors must submit questions in writing via email ONLY to jeremy.m.gragilla.civ@army.mil and forrest.l.green8.civ@army.mil. Questions will not be accepted within two days of the closing date.
• Offer Submission: Offers must be submitted through SAM.gov. SF1449 must be completed (Blocks 12, 17a, 19-24, 30a-c), signed by an authorized official, and include a lead time for delivery. Provisions not certified in SAM.gov must be completed.
• Amendments: Any amendments will be synopsized similarly to the solicitation. Offerors must acknowledge all amendments by signing and including page one of each amendment with their proposal.
• SAM Profile: Offerors need not resubmit provisions already answered in their active SAM profile.
• Payment Terms: Payment will be NET 30 Days via Combination Invoice & Receiving Report submitted into Wide Area Work Flow (WAWF) IAW DFARS Clause 252.232-7006. (Note: WAWF URL is replaced by https://piee.eb.mil).

This addendum modifies instructions related to offer submission, question submission, payment terms, and general requirements for RFQ W51AA1-25-Q-A021.

Offerors must adhere to the updated submission instructions, including the method for submitting questions and the required format for the SF1449. The lead time must be included with the offer. All amendments must be acknowledged.
