Stand-Up Counterbalance Forklifts

Statement of Work (SOW) / Performance Work Statement (PWS)

To procure and deliver two (2) new Stand-Up Counterbalance Forklifts to Tobyhanna Army Depot (TYAD), Pennsylvania, to support a new workload.

• The Contractor shall provide non-personal services for the purchase and delivery of two (2) electric-powered, stand-up counterbalance forklifts.

• The forklifts are intended for material movement in warehousing, distribution center, and manufacturing environments.

• Quantity: 2 Stand-Up Counterbalance Forklifts

• Type: Electric-powered, stand-up operator configuration.

• Load Capacity: Not less than 4,000 lbs at a 24-inch load center.

• Maximum Lift Height: Minimum of 185 inches.

• Mast Type: Three-stage (FSV) mast.

• Collapsed Mast Height: Not to exceed 85 inches.

• Power System: 36-volt AC electric, with a high-performance, sealed, maintenance-free Lithium-ion (Li-ion) or equivalent industrial battery designed for side-extraction.

• Battery Uptime: Minimum 8 hours of continuous operation on a full charge.

• Recharge Time: 2 hours or less for 20% to 100% capacity.

• Charger: Operates on 480V 3-phase, standalone, wall-mountable.

• Safety Features: Operator presence sensing, regenerative braking, audible alarms (horn and reverse alarm), blue LED pedestrian warning spotlight, forward-facing LED headlights, four-post overhead guard.

• Maneuverability: Outside turning radius not to exceed 65 inches.

• Dimensions: Chassis length (without forks) not to exceed 80 inches; overall width not to exceed 42 inches.

• Tires: Solid rubber or non-marking cushion tires.

• Operator Compartment: Rear-entry, standing, suspended cushioned platform, multifunction control handle, large-diameter steering knob.

• Display: Multifunction digital display (battery SOC, hour meter, etc.).

• Warranty: Industry Standard.

• Condition: New.

• Delivery Location: Tobyhanna Army Depot, Tobyhanna, PA.

• Delivery Schedule: 140 days After Receipt of Order (ARO).

• Delivery Instructions: Contractor must schedule delivery appointment at least 72 hours in advance with the COR.

• On-Site Access: All personnel require background checks and approval from TYAD Law Enforcement. Compliance with installation access requirements, including potential delays and vehicle searches, is mandatory.

• Adherence to all environmental regulations outlined in Section 8, including air pollution control, asbestos-free materials, backflow prevention, recycling, hazardous waste management, and noise limits.

• Compliance with ISO 14001 Environmental Management System (EMS).

• Preferred: Unicarriers SCX40N2-36 Volt (E) 4000 lb. 24" Load Center.

• Equal items must meet all functional, performance, and essential physical characteristics.

Request for Information (RFI)

This RFI is issued by the Army Contracting Command (ACC) - Aberdeen Proving Ground (ACC-APG), Tobyhanna Division, for information and planning purposes only. It seeks to identify potential vendors capable of supplying two (2) Brand Name or Equal to UniCarriers, Model SCX40N2, Stand-Up Counterbalance forklifts for Tobyhanna Army Depot (TYAD). This RFI does not constitute a Request for Proposal (RFP) and no solicitation is available at this time.

• Vendors must be able to supply new, stand-up counterbalance forklifts meeting the specifications outlined in the attached DRAFT Minimum Specifications.

• Equal items must meet the functional, performance, and essential physical characteristics of the specified model.

• The government is seeking to award a Firm-Fixed-Price Purchase Order.

• The resultant Purchase Order will be issued by ACC-APG, Tobyhanna Division.

• The applicable NAICS code is 333924 – Industrial Truck, Tractor, Trailer, and Stacker Machinery Manufacturing.

• Interested vendors should submit information on their firm's capabilities to supply the requirement as noted in the DRAFT Minimum Specifications.

• Responses are due by Monday, 1 June 2026, by 12:00 PM EST.
