Fit reasons
  • NAICS alignment with historical contract wins in similar service areas.
  • Scope strongly matches core technical capabilities and delivery model.
Risks
  • Past performance thresholds may require one additional teaming partner.

Quick Summary

The Naval Sea Systems Command (NAVSEA), on behalf of the Program Executive Officer Integrated Warfare Systems (PEO IWS), is conducting market research through a Sources Sought Notice for the Standard Missile-6 (SM-6) Block IA/IAU Production Requirements and Transition To Production (TTP). This is not a Request for Proposal (RFP). The Government seeks to identify potential sources for two major efforts related to the SM-6 program. Responses are due by March 21, 2026.

Scope of Work

This opportunity covers two distinct but related efforts:

  • SM-6 Block IA/IAU Production: This involves the procurement of All-Up-Round (AUR) missiles, instrumentation kits, spares, shipping containers, installation/checkout equipment, Diminishing Manufacturing Sources (DMS) management, program facility support, and Production Engineering Support (PES). The anticipated procurement period is from Fiscal Year (FY) 2027 through FY 2037, with a potential Multiyear Procurement (MYP) contract starting in FY 2027. AURs are expected to be delivered within approximately 36 months from contract award.
  • SM-6 Block IAU Transition to Production (TTP): This effort supports the initial production and preparation for Full Rate Production (FRP) of the SM-6 Block IAU missile, a critical obsolescence upgrade. It includes developing and validating design and manufacturing processes to meet the SM-6 Block IAU Missile Performance Specification (MPS). TTP efforts are expected to be awarded in FY 2026 to support missile deliveries starting in FY 2030.

Information Sought

Respondents should submit a capabilities statement addressing:

  • Company Qualifications and Experience: Direct experience in design, development, integration, and high-rate production of tactical guided missile systems (e.g., SM-6), managing major missile production lines (supply chain, DMSMS, logistics, QA, up to 500 AURs/year), TTP efforts, and facility/personnel capabilities (including clearances/certifications).
  • Technical Approach and Capabilities: Notional technical approaches for SM-6 Block IA/IAU production (FY27-2037) and Block IAU TTP (developing/validating manufacturing processes for FY30 deliveries). Also, systems engineering methodology for managing the missile technical baseline and risk management for cost, schedule, and performance.
  • Production Capacity: Current and potential maximum production capacity for SM-6 or similar systems, including a plan to achieve and sustain 500 SM-6 AURs per year by 2030.
  • Data Rights: Details on any expected limitations on Government rights to technical data and computer software, identifying proprietary processes/components.
