Statement of Work (SOW) / Performance Work Statement (PWS)

This Performance Work Statement (PWS) outlines the requirements for the operation and management of the DoD STARBASE Program at Patrick Space Force Base (PSFB), Florida. The program aims to increase interest and improve knowledge and skills in science, technology, engineering, and mathematics (STEM) for at-risk 5th-grade youth.

• Program Management: Oversee and manage the STARBASE Academy and STARBASE 2.0 (optional). This includes educational instruction, instructor hiring/dismissal, supervision, evaluations, and information management.

• Participant Selection: Assist at-risk youth in 5th grade, selected based on criteria such as racial/ethnic minority status, disability, socio-economic disadvantage, limited English proficiency, historic under-representation in STEM, or low academic performance. Final approval by the STARBASE Director.

• Curriculum Instruction: Provide instruction in Science (chemistry, physics), Technology (innovations, mapping), Engineering (design process, CAD), Math (number relations, geometry), and STEM Careers. Must follow the approved DoD STARBASE Curriculum, including 18.5 mandatory hours of specific STEM topics.

• Advanced Programs: STARBASE 2.0/3.0 is an optional extension for afterschool STEM clubs for junior high and high school students.

• Location: All classroom contact hours must take place at Patrick SFB (PSFB), Florida, in a DoD-approved facility.

• Classroom Hours: A minimum of 750 contact hours per classroom annually. Each unit conducts at least 30 classes (25 contact hours each) and at least 2 weeks of contact hours during school breaks. No session exceeds fire code limits.

• Additional Programs: May offer special instruction, summer sessions, workshops, and outreach, which do not count towards the minimum 750 hours and require COR coordination.

• Class Size: Minimum of four classrooms, with class sizes ranging from 20-26 pupils (exceptions possible).

• Personnel: Contractor must employ qualified personnel, including a Director and nine Program Instructors. All personnel must pass security and background checks. Specific qualifications and experience are detailed for each role.

• Government-Furnished Items: The Government will provide facilities, equipment (including IT, lab tables, furniture), utilities (electricity, water, sewage), and security/fire/medical services. Internet and telephone services will be provided by the contractor at their expense.

• Contractor Responsibilities: Obtain necessary permits/licenses, comply with safety requirements (OSHA), maintain quality control, manage customer complaints, and provide specific items like basic office supplies and instructional materials.

• Reporting: Contractor must report labor hours via a secure data collection site (SAM.gov) and submit monthly reports to the COR.

• Quality Control/Assurance: Contractor must develop and maintain a quality control program. Government will conduct quality assurance through a COR.

• Classroom Hours/Students: 100% compliance.

• Timely Reporting: 100% compliance for monthly, end-of-year reports, and annual plans/budgets.

• Curriculum Standards: 90% of classroom time spent on DoDI 1025.7 curriculum-required topics.

Solicitation / RFP / RFQ

This is a Request for Information (RFI) for planning purposes only, not a solicitation. The anticipated Request for Quotation (RFQ) number is FA2521-26-Q-B073. Patrick Space Force Base is seeking services and expertise for the operation and management of the DoD STARBASE Program in Florida. The North American Industry Classification Systems (NAICS) Code is 611710, with a size standard of $24,000,000.00. The effort is being considered solely for non-profit organizations.

• Provide all services for the management and operation of the STARBASE program.

• Reference the attached Draft Performance Work Statement (PWS) for detailed requirements.

• Not applicable, as this is an RFI and no solicitation currently exists.

• Interested parties should submit a capabilities package outlining their capabilities.

• The capabilities package should be brief, concise, and not exceed 5 pages.

• Include DUNS, Cage Code, System for Award Management (SAM) registration expiration date, and GSA contract number/expiration date (if applicable).

• Propose a pricing schedule.

• Include no more than three past references with contact information and contract numbers.

• Submit information electronically by 12:00 PM Eastern on May 26th.

• Reference RFQ # FA2521-26-Q-B073 in the submission.

• The government is interested in any size business capable of meeting the requirement.

• Market research is being conducted to determine interest, capability, and socio-economic category of potential sources.

• Interested parties should submit their business size (annual revenues, employee size), business status (e.g., 8(a), HUBZone, SDVOSB, WOSB, EDWOSB, small business), anticipated teaming arrangements, and a description of similar services offered.

• Responses involving teaming agreements should delineate work between prime and partners.

• The government will use this information to determine its small business set-aside decision.

• ATTENTION: Interested parties or potential contractors must be registered with the System for Award Management (SAM) to be eligible for contract award or payment.

• This notice is for information and planning purposes only and does not constitute a commitment by the Government.
