Statement of Work (SOW) / Performance Work Statement (PWS)

This Performance Work Statement (PWS) outlines the requirements for the initial design and full development of the Civilian Guardian Course (CGC) curriculum. • Design, develop, and sustain all course materials, including lesson plans, instructional aids, student/instructor guides, and associated assets.

• Provide multimedia support for curriculum build, including design, development, production, and deployment of multimedia products.

• Develop a blended learning model course, consisting of a 40-hour online phase (synchronous and asynchronous) and a one-week residential capstone.

• Participate in all curriculum development and iteration efforts from pre-execution through post-execution.

• Configure all assigned course content within the Government-provided Learning Management System (LMS).

• Maintain and update curriculum on a consistent schedule.

• Course iteration will utilize industry-standard Instructional Systems Design (ISD) principles.

• Contractor course lessons and instructor guides will be developed in accordance with specified guidance and the Master List of Objectives for the CGC.

• Performance is acceptable when the CGC curriculum is developed and iterated IAW the PWS and remains current and relevant.

• All material will be kept current and relevant IAW the ISD process.

• Multimedia support will be IAW specified guidance and principles.

• Integration of multimedia, templates, and other products will maintain a cutting-edge look and feel.

• Program Management and Regulatory Compliance: Contract follows all applicable rules, regulations, and laws; PWS requirements are executed on time and of high quality.

• Base Year: Contract Start – 14 May 2027

• Phase 1: Initial Curriculum Delivery due NLT 30 November 2026.

• Phase 2: Iterated and updated version due NLT 12 Mar 2027.

• Phase 3: Final Revisions and Project Completion by 14 May 2027.
