Statement of Work (SOW) / Performance Work Statement (PWS)

To provide services for the Ward Leonard 400 Hz MG Set Controller on the CGC Legare, located at USCG Yard, 2401 Hawkins Point Rd, Baltimore, MD 21226.

• Provide services of an OEM authorized/licensed Tech Rep for the 400 Hz MG Set Controller.

• Supply manufacturer's proprietary system/equipment information, software, and tools.

• Assist with disassembly, inspection, repair, modification, calibration, and reassembly, ensuring compliance with manufacturer's procedures and standards.

• Aid in testing and commissioning for optimal performance of the new controller.

• Conduct one day of on-site training for ship's personnel covering operation and maintenance, including hands-on training, operational theory, documentation review, start-up/operational procedures, settings/adjustments, and emergency procedures.

• The Tech Rep must be an OEM Certified Representative, demonstrated on their résumé.

• Acceptance Criteria: Government will review work in its entirety prior to issuing invoice approval.

• Period of Performance (POP): Services required to be complete by 06/16/2026.

• Location: USCG Yard, 2401 Hawkins Point Rd, Baltimore, MD 21226.

• Site Visit: Offerors are urged to inspect the site; failure to do so is not grounds for a claim.

• Controlled Unclassified Information: JCP certification may be required.

• Oral Modification: No oral statements modify the contract terms.

• Government Furnished Items/Services: Material handling, water, compressed air, and electricity (up to 200 amps, 480 volts) will be provided. Contractor must provide 48-hour notice for material handling.

• Contractor Furnished Items/Services: All other equipment and services are the contractor's responsibility. Report to the designated work site upon written notification by a Contracting Officer.

• Security: RAPIDGate Program and/or TWIC may be required for repeat access (7+ days annually) to the CG Yard. Vendor/contractor companies must be approved by a government sponsor. List of employee names and DOBs required with quotation.

• Compliance: Adherence to 29 CFR 1915 (OSHA Shipyard Industry Standard), 16 CFR 1303, 29 CFR 1910, 29 CFR 1915.1025, 29 CFR 1926.62, 15 U.S.C. 2601.

• Safety Equipment: Contractor must provide hard hats, safety harnesses, and safety glasses meeting OSHA standards. COVID safety practices must be followed.

• ISO Qualifications: Compliance with USCG Yard ISO 9001 and ISO 14001 standards is required. Audits may occur.

• Environmental Protection: Adherence to federal, state, local environmental regulations, and specific CG Yard plans (EMS, SWPPP, SPCC). Proper transport and disposal of all materials are the contractor's responsibility. Notification required for spills and potential environmental violations.

• Emergency Services: On-site first aid, spill response, and fire protection available. Contractor must report injuries immediately.
