Quick Summary

The Department of Veterans Affairs (VA), specifically VISN 1, is seeking proposals for STAT and Non-STAT Laboratory Courier Services for Blood and Blood Products. This is a Firm Fixed-Price Blanket Purchase Agreement (BPA) with a five-year performance period. The opportunity is a Service-Disabled Veteran-Owned Small Business (SDVOSB) Sole Source set-aside. Quotes are due Friday, February 20th, 2026, at 3:00 PM EST.

Scope of Work

The contractor will provide all personnel, equipment, tools, materials, vehicles, and supervision for on-demand courier delivery of blood products across VISN 1 locations (Massachusetts, Rhode Island, Vermont, New Hampshire, Connecticut, and Maine). Services include both emergent (STAT) and non-STAT transportation, with a critical requirement for 1-hour delivery for Boston area STAT requests. Key routes involve transport between the American Red Cross (ARC) in Dedham, MA, VA VISN 1 sites, and surrounding hospitals. A 24/7/365 "ready and waiting" presence is required at or near the ARC in Dedham, MA. The contractor must have a minimum of five years of recent experience in similar services, ensure compliance with HIPAA, OSHA Bloodborne Pathogens, and HAZMAT training, and implement robust tracking for blood products and vehicles.
