Sources Sought Notice

This notice is issued by the Delaware Air National Guard to conduct market research for statewide high school advertising services. The goal is to identify parties with the interest and resources to support this requirement and to determine the appropriate acquisition strategy, including potential small business set-asides. This is not a solicitation for proposals.

The anticipated scope of work includes providing advertising services across approximately 15-16 designated high schools in Delaware. Services may include:

• Digital Advertising: Display of 20-second rotating digital ads on indoor gymnasium scorer's tables during high-traffic athletic events.

• Static Banner Advertising: Provision, placement, and removal of indoor and outdoor banners in high-visibility locations.

• Audio Announcements: Coordination and execution of PA announcements during select athletic events.

• Community Engagement: Facilitation of one "partnership night" or similar engagement event per school, per year, for recruiting personnel.

Interested parties are requested to submit a capability statement (limited to 5 pages) demonstrating their ability to perform the services. Responses should include:

• Company Information (Name, Address, UEI, CAGE Code, POC, SAM.gov registration, PIEE/WAWF capability).
• Socio-Economic Status (Small Business or Other Than Small Business, and specific categories if applicable).
• Capability and Past Performance (narrative, at least two examples of similar contracts within the last three years, experience with high schools/athletic departments).
• Specific Questions (exclusivity agreements with Delaware schools, ability to advertise in listed schools, approach to verifying/reporting ad delivery).
