Statement of Work (SOW) / Performance Work Statement (PWS)

To ensure 9 Static Display Aerospace Vehicles (SDAVs) and related equipment at the Airman Heritage Training Complex (AHTC) are safely and properly configured to accurately reflect USAF history, heritage, and traditions, and to simulate training. The goal is to restore SDAVs to original manufacturers' or operational appearances, control and prevent metal corrosion, and avoid surface deterioration that could shorten SDAV life or hinder mission accomplishment.

• Perform initial SDAV services including records review, preparation, inspection, and maintenance.

• Document all maintenance, part removals, and inspections on AF Form 3581.

• Take digital photographs of each SDAV before and after work.

• Inspect, remove corrosion, scuff, and lightly sand paint on aircraft and support structures.

• Follow T.O. 1-1-691 for cleaning and corrosion prevention.

• Fabricate replacement parts only as a last resort, ensuring they match original appearance.

• Clean SDAVs thoroughly, removing dirt, debris, carbon, and contaminants.

• Paint SDAV exteriors according to provided Colors, Markings, and Indicators (CMI).

• Apply corrosion-preventive chemical film and reassemble components.

• Perform unscheduled maintenance for repairs to doors, windows, windshields, and sealant, as needed.

• SDAVs must be free from corrosion and properly sealed.

• Preparation and sealing of all exposed areas must occur prior to cleaning and painting.

• Paint must adhere to sealant, and water must not enter the interior of the SDAV.

• A written warranty for five (5) years against defects in sealant application is required.

• A written warranty for four (4) years against defects in organic coating application and removal is required.

• Contractor shall minimize nuisance dust emissions during painting.

• Contractor shall ensure bird proofing is replaced or installed and blends with aircraft color scheme.

• Contractor shall use Low VOC (Volatile Organic Compounds) coating materials.

• Services are to be performed at Joint Base San Antonio (JBSA) Lackland.

• Specific locations for SDAVs are detailed in Appendix A, B, C, and D.

• Contractor staff must be trained, qualified, and knowledgeable professionals.

• Adherence to all applicable federal, state, and local environmental protection and health laws and regulations.

• Compliance with base security requirements, including base pass and identification badges.

• Contractor must submit a list of Hazardous Materials and Safety Data Sheets (SDS).

• Contractor must report spills and manage hazardous waste according to regulations.

• Contractor personnel must wear appropriate PPE and adhere to safety protocols.

• Contractor must provide a schedule of work within five (5) business days after contract award.

• Normal duty hours are Monday-Friday, 7:30 am – 4:30 pm, excluding federal holidays.

This is a combined synopsis/solicitation for commercial items for the restoration and maintenance services for USAF Airman Heritage Museum (AHM) Static Display Aerospace Vehicles (SDAVs). The services include inspection/preparation, painting, cleaning, and unscheduled maintenance to restore SDAVs and related equipment to original appearances and prevent surface deterioration.

• Restoration and maintenance services for nine (9) Static Display Aerospace Vehicles (SDAVs) and related equipment.

• Services include Inspection/Preparation, Painting, Cleaning, and Unscheduled Maintenance.

• Scope of work is defined by the Performance Work Statement (PWS) (Reference Attachment 4).

• This acquisition is a 100% Small Business set-aside.

• The Government intends to award a single contract based on initial quote submissions without conducting discussions, using a Lowest Price Technically Acceptable (LPTA) approach.

• Site Visit: Mandatory site visit on 8 July 2026 at 0800 CDT at Lackland Parade Field Parking Lot, JBSA Lackland, TX. Confirmation of attendance is required no later than 6 July 2026 at 1300 CDT.

• Questions Deadline: Written questions are due no later than 10 July 2026 at 1300 CDT.

• Quote Submission Deadline: 17 July 2026 at 1300 CDT, submitted electronically.

• Evaluation Factors: Quotes will be evaluated on Technical Acceptability, Price, and Past Performance.
