Statement of Work (SOW) / Performance Work Statement (PWS)

This SOW details the comprehensive renovation and restoration of male and female restroom facilities at Station San Francisco, located at 1 Yerba Buena Island, Yerba Buena Island Northgate Rd, San Francisco, CA. 94130. The primary goals are to enhance hygiene, improve functionality, upgrade fixtures for longevity and efficiency, and create a clean, modern, and safe environment.

Areas of Performance:

• Male Head/Showers: Building 3 Room B03.320 (246 sq. ft.)
• Female Head/Showers: Building 3 Room B03.330 (158 sq. ft.)

Major Work Areas:

• Industrial Tile & Grout Restoration: Includes deep cleaning, steam treatment, and resealing of grout lines.

• Ventilation System Upgrade: Decommissioning and removal of existing fans, followed by the installation of new, Energy Star rated, quiet-operation ventilation fans.

• Ceiling System Replacement: Removal and disposal of existing ceiling grid tiles, inspection of the grid, and installation of new, mold and sag-resistant acoustic ceiling tiles.

• Wall Finishing: Surface preparation including patching and sanding drywall, followed by priming and painting with high-quality, mold and mildew-resistant acrylic-latex paint.

• Male Bathroom Renovation: Includes replacement of toilet partitions with new, floor-mounted, overhead-braced solid composite partitions, and a complete overhaul of three shower stalls (demolition, framing/substrate inspection, moisture barrier installation, and installation of new prefabricated stalls, plumbing, fixtures, and vapor-proof lighting).

• Female Bathroom Restoration & Upgrade: Includes deep cleaning of existing shower stalls, structural re-adhesion for one stall, caulking replacement, and replacement of shower fixtures and lighting with water-efficient and vapor-proof options.

• All work must be completed to professional standards.

• The site must be left in a clean, "broom-swept" condition upon completion.

• Submittals for specified materials (product data sheets) are required within 10 days of award.

• Verbal progress reports are required daily.

• Place of Performance: Yerba Buena Island, Northgate Rd, San Francisco, CA. 94130.

• Period of Performance: Within sixty (60) calendar days after the award date, following issuance of a Notice to Proceed.

• Work on one bathroom must be completed before starting the other to maintain continuous resident access.

• Site Preparation & Protection: Contractor must protect non-work areas from dust, debris, and damage, and isolate the work area.

• Debris Removal & Disposal: All demolition debris and waste must be legally and properly disposed of off-site daily.

• Contractor Requirements: Compliance with EPA, OSHA, and California safety regulations is mandatory. An Accident Prevention Plan must be submitted prior to work commencement. Smoking is prohibited within federal buildings and within 50 feet of entrances or flammables. Contractor is responsible for all labor, materials, and equipment. Waste disposal must follow federal, state, and local laws. Contractor is responsible for protecting stockpiled materials. Portable GFCIs are required for extension cords. Site investigation per FAR 52.236-3 is encouraged.

• Government Responsibilities: Provide access to spaces during normal business hours, limited water and 110v electricity, a lay down area for materials, and restroom facilities. Work scheduling outside normal hours requires coordination.

• Security Requirements: Contractor personnel performing work in restricted/controlled access spaces must be escorted. Employee information for foreign nationals must be provided. A personnel roster is required daily. Valid photo identification is mandatory for access. Coast Guard facility credentials must be worn and visible. 24-hour advance notice is required for deliveries.
