• Submission Method: Quotes must be submitted to ng.prarng.purchasing-and-contracting.mbx@army.mil.

• Evaluation: Quotes will be evaluated based on PRICE ONLY to identify the lowest acceptable quote that demonstrates understanding of requirements and conformance with the solicitation.

• Quote Requirements: Include solicitation number, vendor name/address/phone, UEI, EFT indicator, information for evaluation factors, responses to provisions requiring completion, statement of agreement with terms, vendor commercial quote with breakdown and price per system, and a signed SF 1449 with pricing or a statement of acceptance.

• This acquisition is set aside for Small Business.

• The solicitation incorporates FAR clauses by reference, including those related to System for Award Management (SAM), terms and conditions for commercial products/services, small business set-asides, equal opportunity, service contract labor standards, and combating trafficking in persons.

• Payment will be made via Wide Area WorkFlow (WAWF).

• The PWS SEMF Stationary Crane Maintenance Services and a Wage Determination (WD 2015-5) are incorporated by reference as attachments.

Statement of Work (SOW) / Performance Work Statement (PWS)

To provide non-personal services for the inspection, diagnosis, load testing, certification, and authorized repair of stationary crane systems located at Army National Guard maintenance facilities in Puerto Rico. The goal is to address the long-term non-operational status of critical cranes impacting the operational readiness of the Puerto Rico Army National Guard (PRARNG).

• Perform inspection, testing, certification, and maintenance of seven (7) Government-owned stationary crane systems.

• Identify operational and safety deficiencies, failed components, and noncompliant conditions.

• Perform authorized repairs within the contract schedule.

• Provide inspection reports, repair recommendations, load test reports, and certification documentation.

• Ensure all stationary cranes are brought to inspection and certification compliance with relevant regulations (29 CFR 1926 Subpart CC, AR 380-10, DA PAM 385-10, and Puerto Rico National Guard Safety Policies).

• Detailed Maintenance & Parts Report required within 15 days of inspection completion, including condition codes (Green/Amber/Red).

• 100% of required cranes inspected.

• 95% accuracy in identifying faults and parts required in reports.

• 100% compliance with OEM and safety standards for repairs, with zero rework required for authorized repairs.

• 100% of repaired/load-bearing equipment must pass test parameters.

• 100% of certified cranes must have accurate documentation and physical tags applied prior to Government operation.

• Period of Performance: 1 Base Year of 12 months.

• Place of Performance: PRARNG facilities in Gurabo, Ceiba, Vega Baja, Juana Diaz, and Camp Santiago, Puerto Rico.

• Hours of Operation: Monday through Friday, 7:30 am to 4:00 pm, excluding recognized US holidays.

• Contractor must provide all labor, equipment, tools, materials, and supervision.

• Contractor must comply with installation access, security, and safety regulations.

• Contractor must provide all required Personal Protective Equipment (PPE).

• Contractor must maintain an effective Quality Control Plan (QCP).

• Government will evaluate performance using a Quality Assurance Surveillance Plan (QASP).

• Contractor must designate a Contract Manager (CM) with full authority.

• Employees must possess required licenses and certifications.

• Contractor must coordinate with COR or Government Inspector for scheduling and access.

• No Common Access Card (CAC) will be issued; alternative access procedures apply.

• Combating Trafficking in Persons policy must be adhered to.
