Quick Summary

The National Institute of Allergy and Infectious Diseases (NIAID), part of the NIH/HHS, has issued a Request for Information (RFI) for a Statistical and Data Coordinating Center (SDCC) for Clinical Research in Infectious Diseases (CRID). This RFI seeks industry input to inform the re-competition of an existing SDCC contract, covering centralized data management, statistical, and specimen tracking services. Responses are due July 8, 2026.

Purpose

This RFI is for information and planning purposes only, issued to facilitate early engagement with industry, assess current market capabilities, gather input on best practices for a future Statement of Work (SOW), and support fair competition. It is not a solicitation for proposals.

Anticipated Scope of Work

The anticipated SDCC contract will encompass broad functional areas, for which specific feedback is requested:

  • Overall Questions: Incorporation of AI tools while maintaining data confidentiality.
  • Data Collection and Management: Operation of a 21 CFR Part 11-compliant clinical data system, suitable commercial platforms, and data system transition/continuity.
  • Data Quality Assurance and Control: Contractor involvement in data standards (e.g., CDISC) and mechanisms for ongoing compliance.
  • Protocol and Other Study-Related Materials: Industry standard timelines for protocol development and data system development.
  • Communication, Collaboration, and Reporting: Requirements for productive collaborations and industry standards for information sharing platforms.
  • Statistical Design and Analysis: Emerging statistical methodologies (adaptive trials, Bayesian approaches) and platforms for diverse data analysis.
  • Clinical Site Training and Technical Assistance: Challenges in supporting clinical sites and how the SOW should account for them.
  • Electronic Specimen Tracking: Commercially available platforms and integration with clinical data management systems.
  • Data Storage: Requirements for secure, validated data storage allowing occasional access while limiting cost, and maintenance of data from completed studies.
  • Data Sharing: Methods and procedures for reliable de-identification of clinical trial data.
  • Project Management: Critical elements for managing a centralized data management and statistical services resource across multiple programs and sites.

Requested Vendor Information

Respondents are asked to provide:

  • Organizational Overview (company name, UEI, NAICS, business size).
  • Relevant Experience (managing SDCC or comparable functions, scale, therapeutic areas).
  • Technical Capabilities (systems, infrastructure, personnel).
  • International Experience (supporting clinical trials outside the U.S.).
  • Teaming and Subcontracting intentions.

Contract & Timeline

  • Type: Request for Information (RFI) / Sources Sought
  • Set-Aside: None specified (RFI for market research)
