• FAR 52.212-1, Instructions to Offerors: Details submission requirements, including solicitation number, receipt time, offeror information, technical description, warranty terms, price, "remit to" address, representations and certifications (FAR 52.212-3), acknowledgment of amendments, and past performance information. • FAR 52.212-4, Contract Terms and Conditions: Outlines standard contract terms including inspection/acceptance, assignment, changes, disputes, excusable delays, invoicing, patent indemnity, payment, risk of loss, taxes, termination (convenience and cause), title, warranty, limitation of liability, and other compliances.

• FAR 52.212-5, Contract Terms and Conditions Required To Implement Statutes or Executive Orders: Incorporates various FAR clauses related to statutes and executive orders, such as prohibitions on certain telecommunications equipment, contractor code of business ethics, small business utilization, and buy American provisions. The Contracting Officer will indicate which specific clauses in paragraph (b) are applicable.

• Offers must be submitted by the exact time specified in the solicitation.

• The Government intends to evaluate offers and award without discussions, but reserves the right to conduct discussions if necessary.

• Evaluation will be based on price and other factors, with specific factors to be inserted by the Contracting Officer.

• The document references NAICS codes and small business size standards, which appear elsewhere in the solicitation.

• Various small business programs and set-asides are listed as potentially applicable in FAR 52.212-5, paragraph (b), to be checked by the Contracting Officer.

• Availability of requirements documents is detailed in FAR 52.212-1(i).

• Offerors must maintain accurate and complete data in the System for Award Management (SAM.gov).

This is a special notice regarding a requirement for a Stave Pulling Tool by the United States Coast Guard Surface Forces Logistics Center. The government believes only the Original Equipment Manufacturer (OEM), AMERICAN METAL BEARING CO. (CAGE CODE 70508), or their authorized distributors, can provide the necessary technical data and genuine parts. Authorized distributors are invited to submit a quote.
