Solicitation / RFP / RFQ

This is a combined synopsis/solicitation (RFQ) for commercial items for Steam Valve Repair. The acquisition is a Total Small Business Set-Aside. Offers are being requested, and a separate written solicitation will not be issued. The applicable North American Industry Classification Standard (NAICS) Code is 332913, with a small business size standard of 1,000 employees.

• Repair of medium to low pressure steam control valves (1/3 and 2/3 valves).

• A mandatory site visit is scheduled for February 17, 2026, at 10:00 AM CDT. Coordination for attendance is required by February 16, 2026.

• The solicitation includes FAR 52.225-11, Buy American-Construction Materials under Trade Agreements.

• Anticipated award type: Firm Fixed Price contract.

• The government intends to make one award.

• Offerors must submit pricing for all items to be considered responsive.

Statement of Work (SOW) / Performance Work Statement (PWS)

The USDA ARS - Dairy Forage Research Center requires a qualified vendor to overhaul, rebuild, or replace specific steam pressure reducing valves to ensure the continued operation of the facility's hot water and heating systems.

• The contractor will conduct repairs on the Medium to Low Pressure Steam Control Valves (1/3rd and 2/3rd valves).

• These valves reduce steam pressure to 10psi for facility use.

• The work involves inspecting, rebuilding, or replacing existing valves, which are approximately 30 years old.

• A recent incident where a valve failed to close properly, allowing pressure to rise to 20 PSI, highlights the need for this service.

• Overhaul and repair or replace the low-pressure steam control valve.

• Remove and replace faulty low-pressure steam control valves.

• Install a rebuilt or new low-pressure steam control valve.

• Test for proper operation.
