Scope of Work

This solicitation requires the provision of STEM FLUID,VALVE components in accordance with Newport News drawing 255753, piece 96, and specified amplifications. The material must be ASTM-B150, Alloy C63000, Temper HR50, High Strength. Due to the critical nature of the material, stringent quality assurance, testing, and traceability requirements are in place to prevent failure that could lead to serious injury, loss of life, or damage to shipboard systems.

Key Requirements

  • Quality System: Contractors must have an acceptable Quality Assurance Manual, adhering to ISO 9001 (or MIL-I-45208) and calibration systems per ISO 10012 or ANSI-Z540.3 (or MIL-STD-45662). Government Quality Assurance at source is required.
  • Testing & Certifications: Quantitative chemical and mechanical analysis is mandatory for the Stem. Non-Destructive Tests are required for weld repair/production welds. Thread inspection must follow FED-STD-H28 series (minimum System 21). Welding and brazing must comply with specific NAVSEA standards (S9074-AR-GIB-010A/278, 0900-LP-001-7000, S9074-AQ-GIB-010/248).
  • Traceability: Critical for Level I/SUBSAFE systems, requiring unique traceability numbers on materials and comprehensive certification reports. Material re-identification and re-certification are necessary if properties are altered during processing.
  • Inspection: Receiving inspection must verify traceability, report legibility, and compliance. Final inspection includes material sampling (ANSI/ASQ-Z1.4) and 100% inspection of material verification, traceability, and NDT certifications.
  • Configuration Control: Contractors must maintain equipment baseline configuration. Waivers/Deviations and Engineering Change Proposals (ECPs) for Class I or II changes require Contracting Officer approval.
  • Mercury Free: All hardware and supplies must be free of intentionally added mercury or mercury-containing compounds.
