Quick Summary

The Department of the Navy, NAVSUP Weapon Systems Support Mechanicsburg, is soliciting proposals for the manufacture and delivery of a Stem, Fluid Valve. This is a Total Small Business Set-Aside opportunity for a critical component used in shipboard systems, designated as SPECIAL EMPHASIS material. Proposals are due by March 19, 2026.

Scope of Work

This solicitation requires the manufacture of a "Stem" for a fluid valve, which is a crucial component for shipboard systems. The material is designated as Level I, Scope of Certification, or Quality Assured, necessitating stringent control procedures to ensure correctness and prevent failures that could lead to serious personnel injury, loss of life, or loss of the ship.

Key Requirements

Manufacturing must adhere to NAVSEA drawing 845-7108906 item 12, with specific material requirements for QQ-N-286, Form 2, Annealed and Age Hardened. Extensive testing is required, including quantitative chemical and mechanical analysis, ultrasonic inspection, and Slow Strain Rate Tensile Tests performed by approved laboratories. Thread inspection must follow FED-STD-H28 series, and O-ring grooves/mating sealing surfaces must be inspected per contractually invoked drawings or the General Acceptance Criteria (CSD008). Welding is not permitted on QQ-N-286 material. The product must be mercury-free.

Quality Assurance & Traceability

Contractors must maintain a quality system in accordance with ISO-9001, amplified by ISO-10012 or ANSI-Z540.3 with ISO-17025, or MIL-I-45208 with MIL-STD-45662. Government Quality Assurance (DCMA QAR) will perform source inspection. Rigorous traceability is required for Level I/SUBSAFE materials, with unique traceability numbers, material marking per MIL-STD-792, and re-certification if material properties are altered. Detailed contractor and subcontractor inspection procedures, discrepancy reporting, and final inspection (per ANSI/ASQ-Z1.4 for sampling) are mandatory.
