Quick Summary
The Department of the Navy, NAVSUP Weapon Systems Support Mech, is issuing a Solicitation for a STEM, FLUID VALVE (PSC 4820) under a Total Small Business Set-Aside. This opportunity is for the procurement of a stem for a 5-inch Ball Valve, designated as SPECIAL EMPHASIS material due to its critical use in shipboard systems. Proposals are due by March 9, 2026.
Scope of Work
The requirement is for a stem for a 5-inch Ball Valve, to be manufactured in accordance with Naval Sea Systems Command Drawing 7286651, Item 10. The material must be QQ-N-286, Form 2 Hot Finished, Annealed and Age Hardened, with no weld repair allowed. This is a critical component, and the use of incorrect or defective material could lead to serious personnel injury, loss of life, or loss of vital shipboard systems.
Key Requirements & Quality Assurance
This solicitation emphasizes stringent quality control and traceability. Key requirements include:
- Material Certification: Quantitative chemical and mechanical analysis is required for the stem, with certifications for annealing, age hardening, and ultrasonic inspection on starting material (QQ-N-286, 4 inches or greater diameter).
- Testing Laboratories: Slow Strain Rate Tensile Tests for QQ-N-286 must be performed by one of several specified laboratories.
- Quality System: Contractors must provide and maintain a quality system in accordance with ISO-9001, amplified by ISO-10012 or ANSI-Z540.3 with ISO-17025. Government Quality Assurance (GQA) at source is required.
- Traceability: Strict material traceability is required from raw material to final component, with unique traceability numbers marked on the material and linked to certification test reports. Electronic signatures on Level I certification documents are accepted if controlled and unique to the signer.
- Inspection: Receiving inspection must verify traceability markings, legibility, and compliance of certification reports. Final inspection includes material sampling (ANSI/ASQ-Z1.4) and 100% inspection of material verification data and traceability markings.
- Configuration Control: Procedures for Waivers/Deviations and Engineering Change Proposals (ECPs) are detailed, requiring Government approval.
- Mercury Free: Materials must be mercury-free.
