Quality Assurance & Requirements
Contractors must provide and maintain a quality system in accordance with ISO-9001, amplified by ISO-10012 or ANSI-Z540.3 with ISO-17025, or MIL-I-45208 with MIL-STD-4. This includes documented procedures, Government Quality Assurance at source (DCMA QAR), and strict traceability requirements for Level I/SUBSAFE material. Material certification test reports must be accurate, complete, and traceable to markings on the material. Electronic signatures are acceptable if controlled and unique to the signer. Waivers/deviations and Engineering Change Proposals (ECPs) require Contracting Officer approval. Certification data must be submitted to Portsmouth Naval Shipyard (DODAAC N50286) via WAWF, with specific "Ship to," "Inspect by," and "Accept by" DODAACs (N50286, N39040, N39040 respectively) and email notification to PORT_PTNH_WAWF_Notification@navy.mil. No material is to be shipped prior to acceptance.
Evaluation
NAVSUP WSS Mechanicsburg will consider past performance in the evaluation of offers, in accordance with FAR 13.106(a)(2) and DFARS 252.213-7000. Only sources with an acceptable Quality Control Manual are eligible for award.
