Scope of Work
This requirement is for the manufacturing and supply of a Stem for a size 3 inch Ball Valve in accordance with Naval Sea Systems Command Drawing 845-4558766, Item 13A. Due to its critical use in shipboard systems, the material requires stringent control procedures to prevent failure, injury, or loss. Key requirements include:
- Use of QQ-N-286 material (Form 2, Cold Drawn, Annealed and Age Hardened) with no weld repair allowed.
- Quantitative chemical and mechanical analysis, and specific testing certifications (Annealing, Age Hardening, Ultrasonic Inspection).
- Inspection of O-ring grooves and mating sealing surfaces per General Acceptance Criteria (GAC).
- Slow Strain Rate Tensile Tests for QQ-N-286 must be performed by approved laboratories.
- Strict configuration control, including procedures for Waivers/Deviations and Engineering Change Proposals (ECPs).
- Material must be Mercury-Free.

Quality Assurance & Submission
Contractors must provide and maintain a quality system in accordance with ISO-9001, amplified by ISO-10012 or ANSI-Z540.3 with ISO-17025. Government Quality Assurance (GQA) at source by DCMA QAR is required. Critical requirements include:
- Certificate of Compliance for Special Emphasis Material.
- Traceability and Certification Requirements for all materials, including unique traceability numbers, heat-lot, and heat-treat numbers.
- Material Handling procedures to maintain traceability throughout manufacturing and subcontracted operations.
- Receiving and Final Inspection procedures, including 100% inspection for traceability and certification data.
- Certification data must be submitted to Portsmouth Naval Shipyard (N50286) via WAWF for review and acceptance prior to each shipment.
