Quick Summary
The Department of the Navy (NAVSUP Weapon Systems Support Mech) has issued a Solicitation for the procurement of a Complete Stem Assembly for a 3-inch Hull and Backup Ball Valve. This item is designated as "SPECIAL EMPHASIS material" for crucial shipboard systems, requiring rigorous quality and traceability. This opportunity is a Total Small Business Set-Aside. Proposals are due by March 18, 2026.
Scope of Work
The requirement is for a complete stem assembly in accordance with BUSHIPS drawing 845-2109891 (pieces 8 and 5), modified to Buships Drawing 845-2445483 (Assembly CG). Key specifications include:
- Material: Non-metallic components must meet NAVSEA SS800-AG-MAN-010/P-9290 toxicity and flammability requirements. Stem retaining nut material is ASTM-B505, alloy C90300. The Stem material is QQ-N-286, Alloy UNS N05500.
- Manufacturing: Weld repair is not permitted. Specific cleaning procedures are required if cutting fluids are used on DELRIN DE-588.
- Testing & Certification: Extensive quantitative chemical and mechanical analysis is required for specified parts. Certifications are needed for annealing, age hardening, and ultrasonic inspection. Slow Strain Rate Tensile Tests for QQ-N-286 must be performed by approved laboratories. Thread inspection must follow FED-STD-H28 series, and O-ring grooves/sealing surfaces must be inspected per contractually invoked drawings or the General Acceptance Criteria (CSD008).
- Quality Assurance: Contractors must maintain a quality system compliant with ISO-9001 (or MIL-I-45208) and calibration systems per ISO-10012/ANSI-Z540.3 (or MIL-STD-45662). Government Source Inspection (GSI) will be performed at the source.
- Traceability: Critical for Level I/SUBSAFE systems, requiring unique traceability numbers, permanent material marking (MIL-STD-792), and 100% inspection of traceability markings and certification test reports. Electronic signatures on certification documents are acceptable if controlled.
- Configuration Control: Requires adherence to configuration control, with specific procedures for waivers, deviations, and Engineering Change Proposals (ECPs).
- Other: Mercury-free materials are mandatory. Packaging must comply with MIL-STD 2073.
Contract & Timeline
- Type: Solicitation for a bilateral award, resulting in a "DO" rated order under DPAS.
- Set-Aside: Total Small Business.
