The ink must be heat, light, mildew, water, and salt resistant, and furnished in accordance with applicable federal specifications, including A-A-56032, or equivalent. The product description specifies the inclusion of a Catalyst additive.

Packaging, packing, marking, palletization, and delivery must comply with applicable commercial practices and federal standards, including FED-STD-123 and MIL-STD-129. Material Safety Data documentation (MSDS) is required per Fed-Std-313D. Shelf-life requirements apply, specifically 2 months age on delivery and 12 months shelf life after manufacture, with a government option to extend. Preference will be given to items with the highest post-consumer material content. Quality assurance requires the product to meet salient characteristics and be equal to or better than commercially available products, with uniform workmanship free from defects and contamination.
