Statement of Work (SOW) / Performance Work Statement (PWS)

To provide contingency sterile processing services for the Sterile Processing Department (SPD) at David Grant Medical Center (DGMC), Travis AFB, CA, ensuring uninterrupted clinical operations.

• Provide end-to-end sterile processing services, including collection and transportation of contaminated instruments, cleaning, decontamination, disinfection, assembly, packaging, sterilization, and return delivery.

• Services to be performed in accordance with AAMI ST-79, AORN, CDC guidelines, and manufacturer IFUs.

• Offer 24/7 technical support and expedited processing for urgent requirements.

• Perform instrument return quality audits and be responsible for lost or damaged instruments.

• Ensure all devices comply with FDA 510(k) requirements.

• Provide off-site sterile processing capability including facility, staffing, equipment, and transportation.

• Standard turnaround: within 24-36 hours, depending on pickup time.

• Emergency turnaround: within 24 hours.

• 100% compliance with AAMI, AORN, CDC.

• Daily sterilization testing prior to first load.

• Biological Indicator (BI) testing with every load.

• Maintain records for 3 years.

• Provide traceable documentation with each delivery, including a chain-of-custody log.

• Period of Performance (POP): 1 June 2026 – 31 May 2027, with three option years.

• Place of Performance: Contractor facility with pickup/delivery to David Grant Medical Center, Travis AFB, CA. Contractor's facility should be within a 2-3 hour travel radius of DGMC.

• Contractor must comply with all base access and security requirements for Travis AFB.

• Contractor must perform services on recognized Federal holidays.

• Hours of operation: Pickup and delivery Monday-Friday, 0700–1500. Emergency support available as required.

• Develop, implement, and maintain an effective Quality Control Plan (QCP).

• Perform all required QA testing in accordance with AAMI ST-79, AORN, CDC guidelines, and manufacturer IFUs.

• Provide legible and complete testing reports to DGMC SPD leadership.

• Designate a Contract Manager responsible for overall contract performance.

Sources Sought Notice

This notice is a request for market research to determine if responsible sources exist for contracted contingent Sterile Processing Services for David Grant Medical Center (DGMC) at Travis Air Force Base. The government is gathering information to determine the best acquisition strategy, including potential set-asides for small businesses (8(a), Service-Disabled Veteran-Owned, HubZone, Woman-Owned Small Business).

This is a sources sought notice, not a solicitation. It seeks capability statements demonstrating the ability to provide Sterile Processing Services in accordance with an attached Performance Work Statement (PWS).

The government anticipates conducting an acquisition under FAR Parts 12 and 13, potentially awarding a Firm-Fixed Price (FFP) contract.
