Sterile Processing Services

Statement of Work (SOW) / Performance Work Statement (PWS)

To provide outsourced sterile processing services for surgical medical instrumentation for Womack Army Medical Center (WAMC) when internal services are unavailable.

• Provide personnel, vehicles, equipment, tools, materials, supervision, and other items for sterile processing of surgical medical instrumentation.

• Process 300-500 instrument trays monthly.

• Pick up medical surgical instrument trays from WAMC's SPD receiving area and transport to the contractor's facility for processing and sterilization.

• Return sterilized trays to WAMC SPD receiving area within 12 hours.

• Contractor's sterilization facility must be within a 100-mile radius of WAMC.

• Contractor shall package and sterilize all instrumentation, properly labeling instruments for WAMC or respective clinics.

• Contractor shall allow instrumentation to cool per ANSI/AAMI standards before bagging.

• Contractor's sterilization facility must be equipped with multiple disinfectant washers and assembly areas, and maintain a clean, dust-free, temperature-controlled sterile storage area.

• Trays must be visually acceptable upon delivery (dry, packaging intact, wraps not torn, labels present, seals unbroken).

• Contractor must conduct an inspection of trays before use and check internal/external sterility indicators.

• Any discrepancies must be reported immediately via electronic Service Report.

• Contractor will not charge for trays verified as contractor errors causing surgery delays or cancellations.

• Defect rate goal is 1% or below.

• Key Performance Indicators include: Collection Error, Communication, Damaged Wrap/Pack, Delivery Error, Dirty Item, Extra Item, Incorrect Assembly/Labeling/Packing, Item Requiring Repair, Missing Consumable/Item, Wet Pack, Wrong Item, Bar Code Missing, Cart Overload, Gross Debris, Incorrect Instrument Code, Scanned Items Missing, Tray List Missing, Unacceptable Condition.

• Period of performance not to exceed 12 months.

• Pick-up/Delivery: Daily, morning pick-up at 7 AM and evening pick-up no later than 4 PM.

• Pick-up site: Womack Army Medical Center (WAMC), Building 4-2817, Rock Merritt Avenue, Fort Bragg, NC 28310 (SPD - Receiving Area).

• SPD Hours of Operations: 24 hours a day, 7 days a week.

• Contractor personnel must be easily recognizable and wear distinctive clothing or identification tags.

• Employees must have current and valid professional certifications.

• Drivers of trucks exceeding 26,001 lbs. must have a certified Commercial Driver's License.

• Contractor must meet Department of Transportation (DOT) requirements for transporting infectious waste.

• Contractor must establish a Quality Control Program (QCP).

• Contractor must maintain a system of records for work performed.

• Contractor must provide "Temperature Controlled" transport vehicles and monitor temperature/humidity.

• Contractor must ensure compliance with ANSI/AAMI, OSHA, and The Joint Commission (TJC) guidelines and standards.

• Contractor must ensure transport vehicles meet ANSI/AAMI, OSHA, and TJC guidelines for separating soiled/clean instruments.

• Contractor must provide a customer portal for information access.

• Contractor must provide a mechanism to track instrumentation from pick-up through delivery.

• Government will provide Government Furnished Property (GFP) including instruments, bags for transport, and inventory data.

• Contractor will furnish all other necessary property, services, employees, protective clothing, and pick-up/delivery vehicles.

• Contractor must provide adequate storage for Government materials.

• Contractor must provide tracking methods for trays and peel packs.

• Contractor's facility must be equipped and ventilated to prevent contaminant dissemination and subject to inspection.

• Contractor must comply with installation security requirements, including employee background checks and AIE badge acquisition.

• Contractor must comply with AR 381-12 Threat Awareness and Reporting Program (TARP) training.

• Contingency plans for labor disputes, disasters, and severe weather are required.
