Statement of Work (SOW) / Performance Work Statement (PWS)

To improve the steam delivery system for the Phoenix Indian Medical Center (PIMC) to ensure quality, purity, and quantity of steam for effective sterile processing. This involves converting to self-generating steam sterilizers and ensuring proper water treatment.

• Procurement, delivery, and installation of Getinge Steam Sterilizers GSS67N.

• Removal of old sterilizers.

• Connection of utility lines, valve drains, and air compressor.

• Installation of custom stainless steel trim around doors.

• Quarterly preventive maintenance and one-year repair services for new sterilizers.

• Full service agreement for maintenance of medical equipment.

• Repair or replacement of components to meet Original Equipment Manufacturer's specifications.

• Training staff on the use of sterilizers, including cleaning and operating the control board.

• Maintenance of Reverse Osmosis (RO) filters and replacement of pump motors if required.

• Sterilizers must be suitable for steam sterilization at temperatures between 250°F (121°C) and 275°F (135°C).

• Equipment must be maintained in good operational condition.

• Services and units must be free from defects for 30 days from acceptance.

• Period of Performance (POP) to be determined from contract award with option years.

• Delivery and installation required within 18 weeks after receipt of order.

• Place of performance is the Phoenix Indian Medical Center (PIMC), 4212 N. 16th Street, Phoenix, AZ 85016.

• Sterilizers must be constructed of all stainless-steel piping and stainless-steel boiler vessel.

• Sterilizers should be capable of operating off house steam as a backup.

• Boiler feed water must be properly treated, with makeup water from a new Reverse Osmosis system.

• Contractor must have a minimum of 10 years of experience in the manufacture of steam sterilizers.

• Evaluation method will be Best Value with Tradeoffs.

• Invoices must include specific contractor and contract details and be submitted to the Finance Dept. at the specified address or email.

Sources Sought / Market Research

This document is a Sources Sought notice issued by the Indian Health Service (IHS) on behalf of the Phoenix Indian Medical Center. It is for market research purposes to identify potential contractors capable of providing specific medical equipment. The IHS is determining whether a small business set-aside is appropriate or if full and open competitive procedures should be used for a future solicitation.

• 1 ea Washer Disinfector

• 1 ea GSS67 Sterilizer

• 1 each 533 Sterilizers

• Procurement is for NEW Equipment ONLY; no remanufactured or "gray market" items.

• Vendor must be an Original Equipment Manufacturer (OEM) authorized dealer, authorized distributor, or authorized reseller.

• OEM warranty and service must be provided and maintained by the OEM.

• The quote/response MUST include a copy of the authorized distributor letter from the manufacturer.

• The quote/response must also include reps and certs identifying the vendor as an Indian Small Business Economic Enterprise (ISBEE) or Native American-owned small business. Offers not meeting this will not be considered.

• The government will not split this requirement.

This is a "SET ASIDE FOR Native-owned Small business" (ISBEE) based on the Final Rule on the Buy Indian Act. Vendors should respond identifying all socio-economic statuses in accordance with SBA size standards.
