Purpose & Context

This is a Sources Sought notice for market research, not a Request for Proposal (RFP). The IHS is seeking to identify potential ISBEE contractors capable of providing specific medical equipment to improve the steam delivery system at PIMC. The information gathered will assist IHS in determining whether a small business set-aside is appropriate or if full and open competitive procedures should be used for a future solicitation.

Required Equipment & Scope of Work

The requirement includes the procurement, delivery, and installation of:

  • 1 ea Washer Disinfector
  • 1 ea Getinge Steam Sterilizer GSS67N
  • 1 ea 533 Sterilizer

The scope of work detailed in the Statement of Work (SOW) includes:

  • Removal of old sterilizers.
  • Connection of utility lines, valve drains, and air compressor.
  • Installation of custom stainless steel trim around doors.
  • Quarterly preventive maintenance and one-year repair services for new sterilizers.
  • A full service agreement for maintenance of medical equipment.
  • Repair or replacement of components to meet Original Equipment Manufacturer's (OEM) specifications.
  • Training staff on the use of sterilizers, including cleaning and operating the control board.
  • Maintenance of Reverse Osmosis (RO) filters and replacement of pump motors if required.

Key Vendor Requirements

Vendors must provide NEW Equipment ONLY and be an OEM authorized dealer, distributor, or reseller. Responses must include a copy of the authorized distributor letter from the manufacturer and reps and certs identifying the vendor as an ISBEE or Native American-owned small business. Offers not meeting the ISBEE requirement will not be considered. The contractor must also have a minimum of 10 years of experience in the manufacture of steam sterilizers. The government will not split this requirement.

Performance Standards & Special Requirements

Sterilizers must be suitable for steam sterilization at temperatures between 250°F (121°C) and 275°F (135°C). Equipment must be maintained in good operational condition and be free from defects for 30 days from acceptance. Sterilizers must be constructed of all stainless-steel piping and a stainless-steel boiler vessel, and capable of operating off house steam as a backup. Boiler feed water must be properly treated using a new Reverse Osmosis system.

Period & Place of Performance

The Period of Performance (POP) will be determined from the contract award with option years. Delivery and installation are required within 18 weeks after receipt of order. The place of performance is the Phoenix Indian Medical Center (PIMC), 4212 N. 16th Street, Phoenix, AZ 85016.

This opportunity is SET ASIDE FOR Native-owned Small Business (ISBEE) based on the Final Rule on the Buy Indian Act.
