This is a combined synopsis/solicitation for commercial items for Stevedoring Support Services. The NAVSUP Joint Base Pearl Harbor Hickam requires these services.

• Stevedoring Support Services in accordance with the attached Performance Work Statement (PWS).

• Services are for CLIN 0001, Unit of Issue: Group, Quantity: 1.

• Contract Type: Firm-Fixed Price (FFP).

• Period of Performance: Estimated from 12FEB2026 to 14FEB2026.

• Delivery Location: 1025 Quincy Street BLDG 9478, Kilo Pier JBPHH, HI 96860.

• Delivery Method: FOB Destination.

• Method of Payment: Wide Area Workflow (WAWF).

• Quotes will be evaluated by adding the total cost of all ELIN's with Attachment 4 Quote Submittal Worksheet.

• Award will be made to the lowest priced quote that is technically acceptable, takes no exceptions to the PWS or solicitation terms, and for which the quoter is determined responsible.

• Questions due no later than 12:00 PM HST on Tuesday, 20 January 2026.

• Quotations due no later than 12:00 PM HST on Thursday, 22 January 2026, submitted via email.

• This is a competitive, unrestricted action.

• Quoters must be registered in the System for Award Management (SAM) database.

Statement of Work (SOW) / Performance Work Statement (PWS)

To acquire firm fixed priced, non-personal Longshoring services to support pier operations for the NAVSUP Fleet Logistics Center Pearl Harbor (FLCPH), Ocean Terminals Division.

• Provide all personnel, equipment, and supervision for longshoring services.

• Conduct operational planning meetings with the government.

• Perform vessel load services (Roll-on/Roll-off (RORO) and Lift-on/Lift-off (LOLO)) including moving, lashing, and securing cargo, and applying government-furnished tarpaulins.

• Perform vessel discharge services (RORO and LOLO) including unlashing and moving cargo.

• Manage staging yards according to government plans, segregating cargo as required.

• Perform post-vessel operations, including in-stow inspections and debris removal.

• Comply with environmental controls and safety requirements.

• Services to be provided in accordance with best commercial practices.

• 100% compliance with environmental controls, safety requirements, and security requirements.

• Damage reports, cargo tally reports, emergency response plans, and accident reports are required deliverables with specific submission timelines.

• Estimated Period of Performance: 12FEB2026 to 14FEB2026.

• Primary Place of Performance: JBPHH Kilo and Hotel Pier.

• Personnel must possess or obtain a Transportation Workers Identification Card (TWIC).

• Personnel require base access to Joint Base Pearl Harbor-Hickam (JBPHH) via Defense Biometric Identification System (DBIDS) credentials.

• Contractor must have demonstrated experience in managing commercial Longshoring services.
