This document is a Combined Synopsis/Solicitation for commercial items, prepared in accordance with FAR Subpart 12.6 and FAR 13.5. It serves as the only solicitation, and a written solicitation will not be issued. The NAVSUP Joint Base Pearl Harbor Hickam requires responses from qualified sources capable of providing Stevedoring Support Services.

• The primary deliverable is Stevedoring Support Services as detailed in the Performance Work Statement (PWS) (Attachment 2).

• The CLIN is 0001, Unit of Issue: Group, Quantity: 1.

• Contract Type: Firm-Fixed Price (FFP).

• Period of Performance: Estimated from 17FEB2026 to 19FEB2026.

• Delivery Location: 1025 Quincy Street BLDG 9478, Kilo Pier JBPHH, HI 96860.

• Delivery Method: FOB Destination.

• Method of Payment: Wide Area Workflow (WAWF).

• Quotes are to be submitted via email to Mark Lowe at mark.e.lowe18.civ@us.navy.mil.

• Submission Deadline: No later than 12:00 PM HST on Thursday, 05 February 2026.

• Quotes must include Attachments 4 (Quote Submittal Worksheet) and 6.

• Evaluation will be based on the total cost of all ELIN's (from Attachment 4).

• Award will be made to the lowest priced quote that is technically acceptable, takes no exceptions to the PWS or solicitation terms, and for which the quoter is determined responsible.

Statement of Work (SOW) / Performance Work Statement (PWS)

To acquire firm fixed-priced, non-personal Longshoring services for the Ocean Terminals Division to support pier operations for the onload of military equipment onto a vessel.

• Provide all personnel, equipment, and supervision for longshoring services in accordance with best commercial practices.

• Attend government operational planning meetings.

• Perform vessel load services (Roll on/Roll off - RORO, and Lift on/Lift off - LOLO), including moving and lashing cargo, installing government-furnished tarpaulins, removing debris, and storing unused materials.

• Perform vessel discharge services (RORO and LOLO), including unlashing and moving cargo, removing tarpaulins, removing debris, and storing unused materials.

• Manage staging yards according to government plans, segregating cargo as required.

• Perform post-vessel operations, including in-stow inspections and removal of dunnage and lashing gear.

• 100% compliance with PWS requirements for personnel, equipment, supervision, longshoring services, environmental controls, safety, and security.

• Deliverables include Damage Reports, Cargo Tally Reports, Emergency Response Plans, and Accident Reports, with specific submission timelines.

• Estimated Period of Performance: February 17, 2026, to February 19, 2026.

• Primary Place of Performance: JBPHH Kilo and Hotel Pier.

• Compliance with all applicable Federal and State of Hawaii environmental laws and regulations.
