Statement of Work (SOW) / Performance Work Statement (PWS)

This Performance Work Statement (PWS) aims to acquire firm-fixed-priced, non-personal Longshoring services for pier operations to support the onload of military equipment onto a vessel.

• Provide all necessary personnel, equipment, and supervision for longshoring services.

• Conduct operational planning meetings with the government.

• Perform Vessel Load Services (Roll-on/Roll-off (RORO) and Lift-on/Lift-off (LOLO)), including moving cargo, lashing, installing government-furnished tarpaulin covers, and debris removal.

• Perform Vessel Discharge Services (RORO and LOLO), including unlashing, moving cargo, removing tarpaulin covers, and debris removal.

• Manage staging yards according to government plans, segregating cargo as required.

• Conduct post-vessel operations, including in-stow inspections and ensuring work areas are clear of debris.

• Services must be provided in accordance with best commercial practices.

• Compliance with environmental controls, safety requirements, and security requirements is mandatory.

Performance Work Statement (PWS)

To acquire firm fixed priced, non-personal Longshoring services to support pier operations for the Naval Supply Systems Command (NAVSUP) Fleet Logistics Center Pearl Harbor (FLCPH) Ocean Terminals Division. The services are for the onload of military equipment onto a vessel.

• Provide all personnel, equipment, and supervision for longshoring services in accordance with best commercial practices.

• Attend operational planning meetings.

• Perform vessel load services (RORO and LOLO), including moving cargo, lashing, installing government-furnished tarpaulins, removing debris, and storing unused materials.

• Perform vessel discharge services (RORO and LOLO), including unlashing cargo, removing tarpaulins, removing debris, and storing unused materials.
