Statement of Work (SOW) / Performance Work Statement (PWS)

This Performance Work Statement (PWS) outlines the requirements for firm fixed-priced, non-personal Longshoring services to support pier operations for the Naval Supply Systems Command (NAVSUP) Fleet Logistics Center Pearl Harbor (FLCPH).

• Operation Planning Meetings: Attend government operational planning meetings to ensure safe, efficient, and economical operations. Meetings will cover port storage plans, pre-stow plans, and vessel discharge plans.

• Longshoring Services:

  • Vessel Load Services (RORO and LOLO): Move and lash cargo onboard vessels according to approved stow plans. This includes handling cargo via vessel ramp (RORO) or cranes (LOLO). Loading must comply with CFR Title 49, IMDGC, and ICODES. Double lashings are required for athwart ship stowage. Government-furnished tarpaulin covers are to be installed. Debris generated by the operation must be removed and disposed of. Unused dunnage and lashing material are to be stored onboard per COR instruction. All damages to pier, cargo, and ship must be reported immediately to the COR, with a written report due the next business day. Written cargo tallies are required at the end of each shift.
  • Vessel Discharge Services (RORO and LOLO): Unlash and move cargo from stowed locations to temporary resting places via vessel ramp or cranes. This excludes handling ammunition and driving military vehicles. Tarpaulin covers are to be removed. Debris must be removed and disposed of. Unused dunnage and lashing material are to be stored onboard per COR instruction. All damages to pier, cargo, and vessel must be reported immediately to the COR, with a written report due the next business day. Written cargo tallies are required at the end of each shift.

• Yard Management: Manage staging yards according to government plans, segregating cargo by type, height, vessel, sensitive items, hazardous materials, or port of debarkation. Ensure lane assignments and minimize staging time. Adhere to fire lanes and applicable regulations. Report damages to cargo and pier immediately to the COR, with a written report due the next business day.

• Post Vessel Operations: Conduct 100% in-stow inspection of each hold/deck upon completion. Report damages immediately to the COR, with a written report due the next business day. Remove and properly store dunnage and lashing gear. Ensure work areas are free of debris.

• All services must be provided in accordance with best commercial practices.

• 100% compliance with environmental controls, safety requirements, and security requirements.

• Performance objectives and acceptable quality levels are detailed in Table A.

• Estimated Period of Performance (POP): 03 May 2026 to 05 May 2026. The COR will inform the contractor within 72 hours of the actual vessel arrival.

• Primary Place of Performance: JBPHH Kilo and Hotel Pier.

• Environmental Controls: Comply with all applicable Federal and State of Hawaii environmental laws and regulations. Notify COR immediately of any contamination or noncompliance. Coordinate with emergency responders for spills and assist in investigations. Contractor is liable for clean-up costs of spills caused by them. Submit a written Emergency Response Plan.

• Safety Requirements: Comply with OSHA, State of Hawaii, and Federal laws. Enforce PPE use and safe longshoring practices. Attend mandatory safety briefings. The Government may remove unsafe employees. Report all accidents orally within 30 minutes and in writing by the next business day.

• Security Requirements: Services are unclassified. Personnel require a Transportation Workers Identification Card (TWIC) and Defense Biometric Identification System (DBIDS) credentials for base access. Contractor personnel must not provide personal services and must clearly identify themselves as contractors. Demonstrated experience in managing commercial longshoring services is required.

• Contractor-Furnished Items and Services: Personnel must possess current licenses and certifications. Equipment must be maintained in operable condition and meet OSHA standards. Material Handling Equipment (MHE) and trucks/chassis may be required.

• Deliverables: Damage Reports, Cargo Tally Reports, Emergency Response Plan, and Accident Reports are required as detailed in Table B.
