This solicitation (RFQ FA875126Q0007) seeks to construct a new 8-inch-deep gravel parking pad for 20 cars and two new 8-inch-deep gravel road sections connecting to Pad 22 at the Stockbridge testing annex. The project also includes an 8-inch-deep gravel pad transition for the Pad 22 access road. A key component is Bid Option 1, which involves constructing an additional 110' x 40' parking pad (designated as Area A1). Work must adhere to the revised Statement of Work (dated 19 May 2026), revised Drawings (dated 19 May 2026), and technical specifications (dated 12 Mar 25).

Evaluation Factors
The Government will award to the responsible Offeror whose proposal is most advantageous, considering Price and Past Performance. Past Performance is significantly more important than Price. Emphasis will be placed on relevant, recent efforts, and experience as a prime contractor. The Government reserves the right to award at a higher price for perceived higher quality based on past efforts.
