Statement of Work (SOW)

To construct a new gravel parking pad and two new sections of gravel road at the Stockbridge testing annex.

• Construct a new 8-inch-deep gravel parking pad for 20 cars.

• Construct two new 8-inch-deep gravel road sections connecting the existing site gravel road system to pad 22.

• Include an 8-inch-deep gravel pad transition for the pad 22 access road.

• Bid Option 1: Construct an additional 110' x 40' parking pad.

• Topsoil to be stripped to achieve the proposed 8-inch compacted depth.

• Geotextile must conform to NYSDOT Standard Specifications section 207 and meet minimum strength classification requirements.

• Install 8-inch compacted depth of NYSDOT item 304.12 Subbase course, ensuring adequate moisture content for compaction.

• Parking pad to include 15-inch shoulders with a max 1:3 slope.

• Work to be performed during duty hours: Monday through Friday, 0600 to 1800 hours.

• Non-duty hours work requires coordination with RRS Security Forces.

• Complete Air Force Form 103, Base Civil Engineering Work Clearance Request.

• Verify existing underground utilities before excavation.

• Submit a construction schedule for approval by AFRL Civil Engineering.

• Contractor will be shown the location to dump topsoil spoils.

• Protect and restore all existing surfaces (pavement, trees, vegetation, fences, posts, utilities, lawn areas).

• Remove all debris and materials post-completion, with vehicles and equipment located a minimum of 80 feet from any structure.

• Install topsoil and seed all disturbed lawn areas with guaranteed growth for 1 year.

• NYSDOT approved supplier certification for Subbase Course.

• Manufacturer's data sheet for Geotextile.

• Safety Data Sheets (SDS).

Amendment / Modification

This amendment modifies the solicitation FA875126Q0007, originally dated 01 May 2026.

• Line Item 0001: The description of work for the contractor has been updated. The original statement of work (SOW) was dated 19 Mar 25, and specifications/drawings were dated 12 Mar 25 and 4 Mar 25, respectively. The revised SOW is now dated 19 May 2026, and the revised drawings are dated 19 May 2026.

• Line Item 0002: A new "PROPOSAL OPTION 1" has been added. This option includes an additional 110' x 40' parking pad to the west of the primary parking pad. The contractor is to furnish all labor, equipment, and materials for this addition, referencing the revised SOW and drawings dated 19 May 2026.

• Section B - Supplies or Services & Prices or Costs: Line Item 0001 was modified, and Line Item 0002 was added.

• Section E - Inspection and Acceptance: Inspection and Acceptance Location details were added for Line Item 0002.

• Section F - Deliveries or Performance: Delivery information was added for Line Item 0002.

• Section J - List of Attachments: The original SOW (Attachment 1) and Drawings (Attachment 3) were deleted. Revised versions of the SOW and Drawings, both dated 19 May 2026, were added and associated with Line Items 0001 and 0002.
