Quick Summary

The Defense Logistics Agency (DLA) Land and Maritime has published a Justification for Other Than Full and Open Competition (J&A) on March 26, 2026, for an Indefinite Quantity Contract (IQC) to procure Storage Batteries and Battery Assemblies (NSN 6140) for various military end items. This J&A supports a sole-source acquisition under 10 U.S.C. 3204(a)(1).

Scope of Work

This IQC will procure six National Stock Numbers (NSNs) related to Storage Batteries and Battery Assemblies. These items are critical components for various military platforms, including Arleigh Burke Class DDG, Ticonderoga Class CG, F-15 Eagle, B-52 Stratofortress, Army MRAP WSDCs, and Bradley Fighting Vehicles. Specific NSNs include:

  • CLIN 0001: NSN 6140011603873 (BATTERY, STORAGE)
  • CLIN 0002: NSN 6140014845349 (BATTERY, STORAGE)
  • CLIN 0003: NSN 6140014920227 (BATTERY, STORAGE)
  • CLIN 0004: NSN 6140015206830 (BATTERY ASSEMBLY)
  • CLIN 0005: NSN 6140015207112 (BATTERY, STORAGE)
  • CLIN 0006: NSN 6140016627350 (BATTERY, STORAGE) CLINs 0003-0006 are commercial items with unique characteristics for harsh military environments. CLIN 0006 is a 12v AGM lead acid battery for ground vehicles like the Bradley Fighting Vehicle.

Contract Details

  • Contract Type: Indefinite Quantity Contract (IQC)
  • Period of Performance: 3-year base period with two option periods, totaling 5 years.
  • Maximum Contract Value: Estimated to be within the $15,000,000 to $100,000,000 range.
  • Set-Aside: Justification for Other Than Full and Open Competition (10 U.S.C. 3204(a)(1)).
  • Published: March 26, 2026 (J&A).

Submission & Evaluation

The associated solicitation is anticipated to be synopsized on or about March 14, 2025, for 3 days prior to opening, and then posted on the DLA Internet Bid Board System (DIBBS) for 30 days. Only approved manufacturers will be solicited. Certified Cost or Pricing data is not required as the acquisition is solicited as commercial under FAR Part 12. Fair and reasonable pricing will be determined via commercial price comparison, price analysis, PPI, and/or learning curve analysis.

Additional Notes

Market research included a Sources Sought notice on SAM.gov (Oct 31 - Nov 7, 2024) which yielded no responses. A subsequent market survey contacted 6 vendors, with positive responses from Enersys Energy Products Inc., Wholesale Batteries, Inc., and Portable Power Systems, Inc. The rationale for sole-source is based on engineering source approval, unique design capability, and lack of economically available data for competitive acquisition for certain CLINs.
