Quick Summary

The University of California, on behalf of Lawrence Berkeley National Laboratory (LBNL), has issued RFP No. MG-02122026 for the procurement of Storage Ring (SR) Bipolar Power Converters (BPC). This Small Business Set-Aside opportunity seeks qualified firms to manufacture, assemble, and deliver five custom models of BPCs for the Advanced Light Source Upgrade (ALS-U) Power Supply system. Proposals are due March 6, 2026, at 3:00 PM Pacific Time.

Scope of Work

The selected contractor will be responsible for the production of completed chassis assemblies for five specific BPC models, including both First Article units and production quantities. This involves manufacturing, assembly, and delivery of:

  • BPC-2CH-S-18V-24A (1 First Article, 27 Production)
  • BPC-4CH-S-18V-10A (1 First Article, 153 Production)
  • BPC-2CH-S-16V-35A (1 First Article, 48 Production)
  • BPC-1CH-F-16V-70A (1 First Article, 103 Production)
  • BPC-1CH-S-16V-200A (1 First Article, 27 Production) Design documentation was prepared by Brookhaven National Laboratory for the ALS-U Project.

Key Requirements & Deliverables

Offerors must demonstrate the ability to meet technical specifications outlined in SOW AL-1823-1141, provide a comprehensive delivery schedule, and show relevant past performance. Deliverables must meet IPC/J-Std Class 2 standards, utilize lead solder, and undergo Automated Optical Inspection (AOI) for PCBs. A Quality Management System meeting ISO 9001 requirements is mandatory. First Article units must be provided for verification and acceptance before full production. All required documentation, including QA data and certificates of conformance, must be submitted electronically. Electrical devices must be NRTL listed, labeled, and certified.

Contract Details

This will be a fixed-price subcontract under LBNL's Prime Contract with the U.S. Department of Energy (DOE). The University intends to incrementally fund the subcontract. Delivery of ordered items is required 51 weeks After Receipt of Order (ARO). This is a Small Business Set-Aside with NAICS Code 334418 (Printed Circuit Assembly Manufacturing) and a size standard of 750 employees. Joint ventures with large businesses are acceptable.

Submission & Evaluation

Proposals will be evaluated based on technical acceptability and lowest evaluated price (LPTA), considering the offeror's ability to meet technical requirements, delivery and schedule, and past performance. Proposals must include a Cover Letter, Technical Volume, and Business Volume (including Price Proposal, Attachment A). Required forms include the Representation & Certification Form and a Past Performance Reference Information Form.

  • Offeror Questions Due: February 20, 2026, 3:00 PM Pacific Time
  • Proposals Due: March 6, 2026, 3:00 PM Pacific Time
  • Submission: Via email to mggrausz@lbl.gov. Proposals must be valid for 90 days.

Clarifications & Important Notes

Recent Q&A sessions have clarified several points:

  • The accelerator fits characteristic c.2 (peak electron energy 25 MeV+, peak power 50 MW+).
  • PCBs were LBNL designed and are compliant.
  • Suppliers are responsible for providing export control classification (e.g., EAR99) for boards.
  • Missing Bill of Materials (BOMs) and data files for assemblies have been provided.
  • Specific choke assembly part numbers are custom components to be constructed by the supplier.
  • For foreign-origin items, LBNL will be the importer of record and seek reimbursement for tariffs; domestic item tariffs should be included in pricing.
