Statement of Work (SOW)

To purchase one (1) new Straight Line Rip Saw to replace an outdated machine that is maintenance-intensive and lacks necessary safety equipment required to meet OSHA standards.

• The contractor shall provide all labor and material to construct, deliver, and place into operation one (1) new straight line rip saw.

• The SITE will be responsible for ensuring that all necessary ELECTRICAL DROP / DISCONNECT connection points are in place prior to delivery and for making the final electrical connection.

• All equipment furnished shall be new from the manufacturer's most current production and comply with all OSHA, federal, state, and local codes and regulations.

• The contractor shall coordinate a Site Visit with the receiving location to ensure all necessary electrical and ventilation connections are in place prior to scheduling installation.

• One (1) Diehl model SL65-56 straight line rip saw (or equivalent) for cutting wood.

• Salient Characteristics include:

  • 480 volt, 3 phase, 60 cycle electrical operation
  • Line Reactor and hour meter
  • 20 HP belt driven spindle with automatic "dead man" style brake
  • 3 HP feed drive motor w/AC inverter for 70-200 FPM variable feed speed
  • 56" of throat capacity
  • 30" of table support to the left of the blade
  • Lower anti-kickback fingers, multi-V chain, electro-pneumatic feed chain lubrication system, NEMA Type 12 operator control panel, heavy duty pressure beam, infeed safety features, and an 18" diameter, 30 tooth carbide tipped saw blade.

• Exterior color: Manufacturer's standard.

• Warranty: Manufacturer's standard warranty, but not less than one year parts and labor.

• Operator, Parts and Service Manual(s) and Training: One (1) complete set of manuals with each machine, plus one (1) 8-hour training session on safe operation.

• Delivery and installation at Defense Distribution Depot San Diego, Naval Base 32nd Street, BLDG 3581, San Diego, CA 92136.

• Task 1: Fabricate and Deliver one (1) each straight line rip saw.

• Task 2: Install one (1) Rip Saw, connecting it to existing electrical and ventilation systems (site electricians will handle final electrical connection).

• Task 3: Provide one (1) 8-hour training session on safe operation.

• Final acceptance will be performed by personnel at the receiving location.

Solicitation / RFP / RFQ

This is a combined synopsis/solicitation for one (1) Straight Line Rip Saw for DLA Distribution San Diego, CA. It constitutes the only solicitation, and no separate written solicitation will be issued. The acquisition is being solicited as a 100% Small Business set-aside.

• One (1) Straight Line Rip Saw, 480V, 3 phase, 60 cycle electrical operation.

• Key features include: isolation transformer/line reactor, 20 HP belt driven spindle with automatic brake, 3HP feed drive motor with AC inverter (70-200 FPM), 56" throat capacity, 30" table support, lower anti-kickback fingers, multi-vee chain, chain-race, and drive cam, precision spindle, and NEMA TYPE 12 operator control panel.

• The saw must be similar or equal to Diehl SL 65-56.

• Packaging must be in accordance with ASTM D3951.

• Material must be shipped on serviceable, winged pallets in accordance with MD00100452, Revision C, dated 09/2016. Pallets must be heat treated, certified, and stamped/branded per DOD Manual 4140.65-M.

• A single firm-fixed-price purchase order will be issued.

• The estimated delivery lead time is 30 days After Receipt of Order.

• Prices must be quoted Firm-Fixed Unit Prices for all CLINs.

• Quotes must be received electronically via email at Deborah.L.Johnson@dla.mil by 10:00 AM EST on June 11, 2026.

• Facsimile and hard copy submissions will not be accepted.

• The Government intends to award to the acceptable quoter with the lowest evaluated price.

• Evaluation will consider Technical Capability, Past Performance, and Price.

• Quotes must be held firm for 60 calendar days from the quote receipt date.

• This acquisition is a 100% Small Business set-aside.

• NAICS code: 333243, Size Standard: 550 employees.

• Offerors must be registered in the System for Award Management (SAM).

• Questions are due by 12:00 PM EST on June 5, 2026.
