Statement of Work (SOW) / Performance Work Statement (PWS)

This Statement of Work (SOW) details the minimum requirements for the procurement of one (1) Stratasys F900 Fused Deposition Modeling (FDM) machine, configured with the Aircraft Interior Certification Solution Package. The primary goal is to expand the existing 3D printing capacity for REACT to increase throughput, support the DoD's needs, and enable the rapid production of aircraft-grade plastic components.

• Procurement of one (1) Stratasys F900 FDM machine with the Aircraft Interior Certification Solution Package.

• The machine must include all necessary equipment, materials, accessories, attachments, installation, and training.

• The F900 is intended for making aircraft components, replacing traditionally manufactured parts.

• Installation and training to be completed at a government facility.

• Hours of Operation: Monday through Friday, 8:00 AM - 5:00 PM, excluding Federal Holidays and base closures.

• 3D Printer Bundle: Includes the Stratasys F900 System, 1-year warranty, validated material license, Ultem 9085 material options and licenses, support canisters, filament, GrabCAD Print Pro, Streamline Pro licenses, purge ledge, and various sheet bundles and tips.

• Installation: To be accomplished by Stratasys or an authorized reseller. Responsibilities are divided between the Government (utilities hook-up, connecting utilities) and the Contractor (foundation, off-loading, leveling, connecting machine, providing tools, charging fluids, material for testing).

• Training: Minimum 3 days of specialized, 8-hour workdays at the government facility, conducted by a qualified representative fluent in English. Training covers equipment familiarization and reliable performance.

• Warranty: One (1) year from installation and acceptance date.

• Environmental Protection & Safety: Contractor must comply with all applicable federal, state, and local laws, regulations, and instructions regarding environmental protection and occupational safety and health, including specific Tinker Air Force Base (TAFB) and Oklahoma City Air Logistics Complex (OC-ALC) procedures for hazardous materials and waste management.

• Spills: Immediate reporting of spills to storm systems or harmful environmental effects is required, followed by a written report within four (4) clock hours.

• Housekeeping: Contractor must keep work areas clean and neat according to industry standards, OSHA, and fire/safety regulations.

• Foreign Object Damage (FOD) and Dropped Object Prevention (DOP): Personnel working in or traveling through operational areas require FOD/DOP training, with written certification required every 36 months. Contract Manager must provide initial certification within 10 business days of award.

• Tool Control and Accountability: Compliance with AFI 21-101 and OC-ALCI 21-112 is required. Contractor must provide a completed MXRIWRS Form 032 and a Contractor Tool Listing.

• Privately Owned Motor Vehicles (POV): Compliance with AFMAN 31-116 and Tinker AFBI 24-302 is required.

• Visitors Pass: Contractor must contact the Government POC seven (7) business days in advance to arrange for visitor passes.

• Foreign Nationals: Notification to the Government POC is required before sending foreign national representatives.

• Safety and Health: Compliance with federal, state, and local regulations, and AFI 91-203 is mandatory. Injuries or damage to Government property must be reported within one (1) business day.

• Emergency Procedures: Contractor personnel must follow Government direction during emergencies and establish their own response procedures.

Amendment / Modification

This amendment replaces the Statement of Work (SOW) in its entirety.

• The original SOW, titled "SOW H6WC09 - F900 3D Printer (CIP FY26)_20251010_Redacted", has been deleted.
• A new SOW, titled "SOW H6WC09 - F900 3D Printer (CIP FY26)_20251215_Redacted", has been added.

All other terms and conditions of the original solicitation remain unchanged and in full force and effect. Bidders should refer to the newly added SOW for updated requirements.
