This document is a Broad Agency Announcement (BAA) from the Strategic Environmental Research and Development Program (SERDP) for environmental research and development. • Proposers must submit a white paper in response to one of the topic areas outlined in Appendix A.

• White papers must be no longer than two pages, use an 11-point font, and have one-inch margins.

• White papers must be submitted as a single PDF file.

• White papers must include: Proposal Title, Lead Principal Investigator, Lead Organization, Objectives, Approach, Cost Estimate (by year, detailed breakout only in full proposal), and Literature Citations.

• White papers must not contain ITAR, EAR, limited distribution statements, CUI, or proprietary markings.

• Full proposals will be requested only after white paper evaluation.

• The BAA is open for approximately one year from the release date or until replaced.

• Contracts are anticipated to be awarded three to six months following final review and approval.

• White papers are submitted via the SERDP and ESTCP Management System (SEMS).

• White papers will be evaluated based on SERDP Relevance (pass/fail), Technical Merit, Personnel (for full proposals), Cost (for full proposals), and Transition Plan (for full proposals).

• Technical Merit is considered more important than Personnel, Cost, and Transition Plan.

• SERDP Relevance assesses if the white paper responds to objectives and falls within SERDP's mission.

• White papers with a "Saved" status will not be reviewed; only submitted papers will be considered.

• This BAA is for Private Sector Organizations.

• SERDP reserves the right to award any, all, or none of the proposals received, or portions thereof.

• Proposers are responsible for ensuring their proposal is properly received by SERDP.

• Contact information for contracting, small business, and SERDP procedural questions is provided.

• Opportunities for Subcontracting: A checklist and description of efforts to ensure equitable opportunities for small businesses.
• Statement of Flow Down: Assurances regarding the inclusion of FAR clauses in subcontracts.
• Assurances: Specific assurances related to subcontracting with Alaskan Native Corporations (ANC) or Indian Tribes, reporting requirements (ISR/SSR via eSRS), and subcontractor reporting.
• Types of Records: A checklist of records to be maintained regarding subcontracting efforts.
• Other Assurances: Provisions related to good faith efforts, written explanations for failures, and timely payments to small business subcontractors.
