Submissions are exclusively via the SERDP and ESTCP Management System (SEMS); no email, fax, or hard copies will be accepted.
Evaluation Criteria
Pre-proposals will be evaluated based on:
- SERDP Relevance (pass/fail)
- Technical Merit (most important)
- Personnel (more important than Cost)
- Cost Selected pre-proposers will be invited to submit full proposals, which will also include a Transition Plan in their evaluation criteria.
Contract Details
Awards will typically be cost-type contracts, requiring an approved accounting system and government audit. Firm-fixed-price contracts may be considered. Anticipated multiple awards total approximately $10 million. Contracts will include DFARS Clause 252.204-7012 (Safeguarding Covered Defense Information and Cyber Incident Reporting) and relevant FAR clauses for telecommunications equipment. Service Contract Reporting (SCR) applies to contracts exceeding $3,000,000.
