Solicitation / RFP / RFQ

This document provides instructions for preparing and submitting pre-proposals in response to the SERDP Supplemental Broad Agency Announcement (BAA) for Fiscal Year 2027, specifically focusing on Weapons Systems and Platforms technologies. SERDP funds research and development to enhance military readiness, installation resilience, and defense infrastructure.

• Pre-proposals must respond to only one Statement of Need (SON).

• Proposals marked with ITAR, EAR, limited distribution, CUI, or proprietary information are not accepted.

• Pre-proposals must be a single PDF file, no longer than five (5) pages, with 11-point font and 1-inch margins.

• Required pre-proposal content includes: Proposal Number, Title, Lead PI, Lead Organization, Objective, Background, Approach, Schedule, Cost, and Research Team.

• Appendices (CVs, Acronyms, Citations, Supporting Data, Existing Support) are required/optional and do not count towards the page limit.

• SERDP projects are typically awarded as cost-type contracts, requiring an approved accounting system and government audit. Firm-fixed-price contracts may be an option if cost-type requirements cannot be met.

• DFARS Clause 252.204-7012 (Safeguarding Covered Defense Information and Cyber Incident Reporting) will be included in all contracts.

• FAR clauses related to telecommunications equipment (52.204-24, 52.204-26, 52.204-23, 52.04-25) will be included.

• Service Contract Reporting (SCR) requirements apply to contracts exceeding $3,000,000.

• Pre-proposals are due by February 17, 2026, 2:00 p.m. Eastern Time.

• Submission is exclusively via the SERDP and ESTCP Management System (SEMS); no email, fax, or hard copies accepted.

• Evaluation factors for pre-proposals: SERDP Relevance (pass/fail), Technical Merit (most important), Personnel (more important than Cost), and Cost.

• Full proposals will be requested for selected pre-proposals, with a due date of May 4, 2026.

• Open to Private Sector Organizations including Small Businesses, Large Businesses, and Educational Institutions.

• DoD organizations or other Federal agencies should refer to the FY27 Federal Call for Proposals.

• Offerors must be registered and active in SAM.gov at the time of offer submission.

• The Government will not pay for proposal preparation costs.

• Contracts are not effective until fully executed by the Government Contracting Officer.

• Offerors may be required to submit a Subcontracting Plan if selected for funding and contract value exceeds $900,000.
