Scope of Work
DARPA STO is a systems warfare office focused on delivering disruptive technologies for current and future battlespaces across all physical domains (Air, Space, Sea, Land). This ISO specifically excludes research leading to evolutionary improvements. Areas of interest are broad and include, but are not limited to:
- Advanced Computing & AI: Artificial intelligence, advanced computing, autonomy and control algorithms, human-machine symbiosis.
- Communications & Sensing: Acoustic, HF, microwave, millimeter wave communications and sensing, electro-optic/infrared sensors, radar, radio technologies, space sensors.
- Warfare & Effects: Electromagnetic warfare (EW), directed energy (DE), non-kinetic effects, novel kinetic effects, combat identification, effects chain functions.
- Systems & Engineering: Architecture and advanced systems engineering, system of systems, resilient systems, robotics, supply chain analytics, DevOps, integration and reliability technologies.
Contract Details
- Type: This ISO may result in Other Transaction Agreements (OTAs) for research or prototypes, Cooperative Agreements, or Procurement for Experimental Purposes under 10 U.S. Code §§ 4001, 4021, 4022, and 4023. Some award instruments may have specific cost-sharing requirements.
- Set-Aside: This is an open competition; no specific set-asides apply. All responsible sources, including U.S. and non-U.S. entities, are eligible. Historically Black Colleges and Universities, Small Businesses, and Minority Institutions are encouraged to participate.
- Funding: DARPA anticipates funding a limited number of proposals.
- Indirect Cost Cap: A 15% indirect cost rate cap applies to Institutions of Higher Education (IHEs), with potential for deviations.
Submission & Evaluation
- Process: A mandatory two-step process requires initial abstract submission via DARPA's BAA Website (https://baa.darpa.mil). Successful abstract reviews will lead to an invitation for a full proposal.
