Justification for Sole Source
Ink to Think, LLC is identified as the only responsible source capable of meeting NAVSEA's requirements without unacceptable delays. The company possesses unique experience and capabilities as the current provider of strategic communications deliverables essential to NAVSEA's Enterprise Strategy. NAVSEA lacks the in-house capabilities for this breadth of support, and Ink to Think has developed significant familiarity with NAVSEA's initiatives through previous work. Awarding to another company would result in an estimated nine-month delay due to transition requirements and the need for competitive procurement and proficiency attainment.
Market Research & Future Plans
A pre-solicitation synopsis was issued on SAM.gov on December 5, 2025. Two companies expressed interest in subcontracting or future opportunities but were determined to lack the necessary strategic communications expertise for this specific procurement. Additional market research was deemed not practicable. The Contracting Officer has determined the anticipated costs to be fair and reasonable. NAVSEA has no current plans to compete future contracts for these services but will assess feasibility if new sources emerge.
