This is a combined synopsis/solicitation for a service contract to provide labor, materials, tools, equipment, and supervision for the demolition of deteriorated plumbing and HVAC components, mold remediation, installation of new PVC plumbing (interior and exterior), HVAC duct system replacement, and crawlspace encapsulation in a residential structure at Stones River National Battlefield.

Statement of Work (SOW) / Performance Work Statement (PWS)

This project aims to comprehensively rehabilitate Quarters 6, a 1,750 SF, 3-bedroom, 1.5-bathroom residential structure, addressing deteriorated plumbing and HVAC components, mold, and crawlspace issues.

• Demolition of existing plumbing and HVAC components.

• Mold remediation within the crawlspace.

• Installation of new PVC plumbing (interior and exterior), including sewer piping replacement and correction of sagging lines.

• Installation of a new HVAC duct system.

• Crawlspace encapsulation with a minimum 14-mil vapor barrier and rigid foam insulation.

• Installation of a dehumidification system.

• Full testing and commissioning of plumbing, HVAC, and dehumidifier systems.

• All work must comply with applicable International Residential Code (IRC), International Plumbing Code (IPC), International Mechanical Code (IMC), OSHA 29 CFR 1926, and local/state building codes.

• Sewer services to adjacent facilities (NRM building, Maintenance Yard, Quarters 5) must remain operational.

• Any temporary shutdowns require prior coordination and written approval from the Contracting Officer's Representative (COR).

• Location: 103 Old Lodge Lane, Murfreesboro, TN 37129.

• Work hours are generally 7:00 AM to 4:00 PM, Monday through Friday, with exceptions for Federal holidays or Government-directed closings.

• Contractor must maintain continuous access and utility service to adjacent facilities.

• Submittals required include a safety plan, plumbing layout drawing, HVAC duct layout, dehumidifier and mold remediation product data, test reports, and product data for fixtures. All submittals must be on the Government CM-16 form and approved by the COR.

• Contractor is responsible for job site security and ensuring all employees are legal to work in the U.S. and not prior convicted felons.

• Contractor must provide safety equipment (cones, barricades) and ensure personnel follow the site safety plan.

• Substantial completion requires a written request for final inspection by the COR.

• Payment will be made via lump sum, processed through the Invoice Processing Platform (IPP) at www.ipp.gov.

• Contractor employees must be controlled, directed, and supervised by an assigned project manager fluent in English and must comply with performance work standards.
