This is a combined synopsis/solicitation (RFQ) for a Blanket Purchase Agreement (BPA) to establish services for "Strong Bonds Retreats." Barksdale Air Force Base (AFB) seeks vendors to provide fixed pricing for three retreats aimed at strengthening relationships for military members. The services include providing rooms (couples and single occupancy), meeting space, and meals as detailed in the Statement of Work (SOW).

• Three separate retreats for two groups of married military members and one group of single military members.

• Provision of rooms (couples and single occupancy).

• Provision of meeting space.

• Provision of meals.

• Support for holistic well-being, relationship skills, self-confidence, emotional awareness, and personal resilience.

• Contract Type: Blanket Purchase Agreement (BPA).

• Individual Call Order Limit: $25,000.00.

• BPA Dollar Limit: $350,000.00.

• Period of Performance: Up to five years from BPA establishment date or until the $350,000.00 limit is reached, whichever comes first.

• Questions Due: April 24, 2026, 1:00 PM CST.

• Answers Posted: On or around April 29, 2026, on SAM.gov.

• Quotes Due: May 5, 2026, 1:00 PM CST.

• Evaluation Factors: Price and Technical. The lowest three (3) offers will undergo technical evaluation. Price will be evaluated based on price and ranked lowest to highest.

• Quote Validity: Must be valid for 60 calendar days from the date requested.

• Required Information: Company's SAM Unique Entity Identifier (UEI) Number, CAGE Number, expiration date, proposed delivery date, and any discount terms.

• Offerors must be registered in the System for Award Management (SAM).

• NAICS Code: 721110 Hotels (except Casino Hotels) and Motels.

• Size Standard: $40 Million.

• This solicitation constitutes the only solicitation; a separately written solicitation will not be issued.

• The government reserves the right to cancel this solicitation.

• Applicable provisions and clauses are incorporated by reference and can be accessed at www.acquisition.gov.

• Electronic invoicing via Wide Area WorkFlow (WAWF) is required.

• Marriage Retreat: Includes pricing for 30 Couple Rooms and 4 Single Rooms for specific dates in May and June 2026.
• Singles Retreat: Includes pricing for 30 double-occupancy rooms for specific dates in June and July 2026.
• Meeting Rooms: Pricing for space accommodating up to 64 people.
• MEALS: Pricing for 4 meals per participant, not to exceed 64 participants.

This pricing sheet is crucial for bidders to understand the cost structure associated with the services required by the PWS. It will be a key component in developing their proposals and calculating their bids for the opportunity.

Performance Work Statement (PWS)

To provide emotional and spiritual well-being services for military members and families through themed retreats, enhancing relationship bonds and personal resilience.

• Acquire and provide fixed pricing for lodging, meeting space, and meals for up to 64 people per retreat.

• Support three separate retreats: two for married military members and one for single military members.

• Lodging:

  • Marriage Retreats: 30 rooms for couples, 4 single-occupancy rooms for instructors (34 total rooms with free high-speed internet).
  • Singles Retreat: 30 double-occupancy rooms for 60 individuals, 4 single-occupancy rooms for instructors (64 total people, free high-speed internet).

• Meeting Space: Accommodate up to 64 people, with registration table, full AV equipment, and free high-speed internet.

• Food & Beverage: Provide four meals per participant (2 hot breakfasts, 1 lunch, 1 dinner) buffet style with multiple entree and side choices. Support specific dietary needs. Provide a non-alcoholic hot & cold drink station on day two.

• Recreation: Include on-site or nearby recreational activities (e.g., fitness center, pools, spa, walking trails, water park, fishing/boating/biking). Free parking for participants.

• No Additional Fees: Government will not cover room service, alcohol, spa services, equipment rental, entertainment, or meals beyond those specified.

Preferred dates for marriage retreats: May 15-17, May 29-31, June 5-7, June 12-14, 2026. Preferred dates for singles retreat: June 26-28, July 10-12, July 17-19, 2026.

Within 250 miles of Barksdale AFB, Louisiana. Retreats do not need to be at the same location.

• Contractor must designate a contract manager with full authority to act on contract matters.
• Contractor personnel must be able to read, write, speak, and understand English.
• Government reserves the right to reschedule events with 14 days' notice at no additional cost.
• Cancellation policy outlined for total cancellation or postponement.
