Solicitation / RFP / RFQ

This is a combined synopsis/solicitation for commercial services, specifically "Strong Bonds Retreats," prepared in accordance with FAR part 12. It serves as the sole solicitation, and no separate written solicitation will be issued. The acquisition is a 100% set-aside for Small Business concerns.

• CLIN 0001: Contractor shall acquire and provide fixed pricing for lodging, meeting space, and meals for 22 personnel for the Strong Bonds COUPLE LINK Marriage Retreat.

  • Period of Performance: 15 May 2026 – 17 May 2026

• CLIN 0002: Contractor shall acquire and provide fixed pricing for lodging, meeting space, and meals for 22 personnel for the Strong Bonds SINGLES PICK Retreat.

  • Period of Performance: 12 June 2026 – 14 June 2026

• The contract will be Firm Fixed Priced.

• Offerors must submit a written plan detailing their method for obtaining lodging, meeting space, and meals.

• Contract type: Firm Fixed Price.

• FOB: Destination for both CLINs.

• Inspection/Acceptance: Destination, by Government.

• RFQ Due Date/Time: 7 April 2026 / 10:00 AM PT

• Quotes must be submitted via email to SSgt Alexis Grimes (alexis.grimes@us.af.mil) and Sarah O'Neil (sarah.oneil.1@us.af.mil).

• An electronic version of all documents must be provided if mailed or hand-delivered.

• Evaluation will be based on Price and Supplier Performance Risk System (SPRS), conducted as a Subjective Trade-off where SPRS is approximately equal to Price.

• The government intends to award a contract to the responsible offeror whose offer is most advantageous, considering price and other factors.

• Offers must be held firm for 30 calendar days from the due date.

• This acquisition is a 100% set-aside for Small Business concerns.

• North American Industry Classification System (NAICS) code: 561599 (All Other Travel Arrangement and Reservation Services), with a size standard of $32.5M.

• All prospective offerors must be registered and active in the System for Award Management (SAM) at www.sam.gov. Lack of SAM registration will make an offeror ineligible for award.

• Incorporated provisions and clauses are available at www.acquisition.gov.

• The government reserves the right to cancel this RFQ at any time.

Statement of Work (SOW)

To provide lodging, meeting space, and meals for two (2) separate retreats aimed at enhancing the emotional and spiritual well-being of military members and their families. The retreats are designed to strengthen relationship bonds and develop personal resilience.

• Provide services for a Marriage Retreat and a Singles Retreat.

• Each retreat requires lodging for 22 personnel (10 couples/2 instructors for Marriage, 20 individuals/2 instructors for Singles).

• Lodging must include double-occupancy rooms with queen-sized beds or larger, and single-occupancy rooms for instructors, all with free high-speed internet.

• Provide a meeting room for up to 22 personnel with AV equipment (projector, speakers, microphone) and free high-speed internet.

• Provide catering for two dinners, two breakfasts, and one lunch per retreat, with options for vegetarian and gluten-free meals preferred.

• Marriage Retreat: May 15-17, 2026

• Singles Retreat: June 12-14, 2026

• Place of Performance: Within 180 miles of Spokane, Washington (including Canada).

• Facilities should be serene, aesthetically pleasing, neat, and clean, with guest parking and visually inspiring views.

• Desired amenities include on-site or nearby recreational activities (walking, hiking, water sports, fishing, boating, biking).

• No additional fees for services such as room service, alcohol, spa services, equipment rental, entertainment, high-speed internet, laundry, or pet services will be charged to the government.
