Tower Specifications:

• Power: Requires USA 120V, 60Hz, 2400W (standard plug) or Europe 230V, 50Hz, with a grounding kit.
• Communication: Needs 1 pair dedicated closed-network fiber (Single Mode or Multi Mode) and Ethernet.
• Size: 12ft square base, 57" x 17" ballast tray dimensions.
• Weight: 2000 lbs total weight, requiring 800 lbs of concrete blocks for counterweight. Distributed weight is 12 lbs per square foot.
• Height: 12-16ft, dependent on location.

Infrastructure Requirements:

• Building/Structure: Must be two stories or greater, with a flat roof capable of supporting the tower. Requires clear line of sight, site accessibility (ladders, stairs, manlift), and consideration for trees or other structures.
• Pre-existing Towers: If used, must have a dedicated 110v/220v 20 amp circuit, communications (Fiber SM/MM, Ethernet), a NEMA Box for power/comms, no conflicting radio frequencies, and ideally a back-up generator.
• Terminations: Power and comms cables must terminate in an approved enclosure near the tower. Requirements include a two-gang outlet box on a dedicated 20-amp circuit for power, a minimum of two pair Single Mode LC fiber breakout box (more can be run to the roof for expansion), with one pair connected to the building's fiber point of presence.
• NEMA Enclosures: Examples and conduit details are provided. OWT does not install conduit/NEMA enclosures; the demarcation is at the tower's network and power connectors.
• Server Room: Requires space for a 62"H x 24"W x 40"D server rack, two 208v 30A circuits terminated in NEMA L6-30R, 1 pair dedicated closed-network fiber to all locations, Ethernet, cooling requirements of 27,263 btu/hr, and ideally a back-up generator.

This guide is crucial for bidders to understand the physical site and infrastructure prerequisites for deploying the SUADS FIST system. It outlines the specific requirements for power, communications, tower installation, and server room facilities, which will directly impact site preparation, installation planning, and overall project feasibility. Bidders must ensure their proposed sites meet these detailed specifications.

Solicitation / RFP / RFQ

This is a Request for Quote (RFQ) for commercial items, prepared in accordance with FAR Part 12. The government is procuring structural analysis services. This announcement is the only solicitation, and a separate written solicitation will not be issued.

• Experience: Minimum of three (3) years of structural analysis experience AND a minimum of five (5) years of structural engineering experience. This experience should be detailed in a narrative or resumes (max 10 pages).

• Education: Offeror must possess a Bachelor's degree in civil engineering or an equivalent degree from an accredited institution within the 50 United States. Documentation (transcripts or diploma) is required.

• Deliverable: A total of forty (40) hours of structural analysis performance, structured as five (5) 8-hour workdays, to be completed within a two-week window.

• Contract Type: Firm-Fixed Price (FFP)

• Period of Performance (POP) Window: June 18, 2026 – June 26, 2026

• Estimated Effort: 5 Days (40 Hours Total / 8 Hours Per Day)

• Payment Terms: Net 30 unless alternate terms are proposed.

This document provides clarifications and answers to vendor questions regarding the solicitation for services related to equipment installation and structural analysis on two buildings.

• Maximum Hours: The initial estimate of 40 hours is not a strict limit. Hours can exceed 40 with approved justification. Additional funding may be available for revisions or government-requested information.
• Location of Equipment: The Air Force has identified two locations for potential equipment placement: Building 2028 (roof installation) and Building 3382 (side wall installation via brackets). A survey will determine the best capabilities and ensure building support.
• Load Analysis: The scope of services includes evaluating wind and seismic induced loads from the equipment and for attachment to the roof, not just the dead load of the equipment.
• Government Furnished Information: Existing construction drawings and specifications/loads for existing roof equipment are available and referenced in attachments 02 and 03.
• CMMC Level: A definitive answer regarding the required CMMC level is pending, but the Communications technician does not believe CMMC Level 1 suffices.

This Q&A clarifies aspects of the scope of work, hours, and available information, which may impact bidder's proposal preparation and understanding of requirements. A definitive answer on CMMC is still pending.

Statement of Work (SOW) / Performance Work Statement (PWS)

To provide structural analysis of two buildings (2028H and 3382H) to support the installation of Fixed Site-Small Unmanned Air Defense System (FS-SUADS) equipment on Joint Base Pearl Harbor-Hickam.

• Conduct structural analysis on Bldg 2028 H to determine if it can support a 2000lbs FS-SUADS unit attached to the roof.

• Conduct structural analysis on Bldg 3382H to determine if it can support a 1200lbs FS-SUADS unit attached to a concrete support wall.

• Review FS-SUADS diagrams and plans to ensure structural support is achievable for both units.

• Deliverables include technical reports, presentations, and other electronic work products.

• Contractor must comply with applicable AF policy, facility design and construction criteria, and relevant codes and standards (e.g., NACE, NFPA, NEC, UFC, IBC).

• Deliverables will be inspected for content, completeness, accuracy, and conformance by the Air Force COR.

• Inspection may include automated tools, testing, or inspections.

• Government requires NTE 15 workdays after receipt of final deliverable for inspection and acceptance or rejection.

• Acceptance is based on compliance with PWS requirements and correction of identified discrepancies.

• Draft deliverables will receive comments within 15 workdays, with 10 workdays for contractor resubmission.

• Final deliverables will receive written acceptance or rejection notification within 15 workdays.

• Period of Performance: 18 June 2026 to 26 June 2026 (5 Days).

• Contractor is responsible for safeguarding all Government information and property, including CUI, OPSEC sensitive, and Privacy Act Information.
