Fit reasons
- NAICS alignment with historical contract wins in similar service areas.
- Scope strongly matches core technical capabilities and delivery model.
Risks
- Past performance thresholds may require one additional teaming partner.
- Potential clarification needed on staffing minimums before bid/no-bid.
Next steps
Validate eligibility requirements, assign capture owner, and schedule partner outreach to confirm teaming strategy before submission planning.
Quick Summary
The Naval Air Systems Command (NAVAIR) has awarded a sole-source delivery order, N0001926F0221, to The Boeing Company for the Research, Development, Test, and Evaluation (RDT&E) Phase 1 Structural Repair Manual (SRM) in support of the MQ-25A Stingray Air Vehicle.
Scope of Work
This award covers the initial phase of developing the Structural Repair Manual for the MQ-25A Stingray. The underlying Class Justification and Approval (CJ&A) authorizes broader sole-source efforts under a Basic Ordering Agreement (BOA) for continued developmental and sustaining engineering, production support, logistics support, and technical/financial/administrative data for the MQ-25 program. Specific efforts include:
- Non-recurring engineering (NRE) for changes, operational/safety improvements, and Diminishing Manufacturing Sources and Material Shortages (DMSMS).
- Software maturation, infrastructure support, upgrades, and licenses.
- Trade studies, engineering analyses, interoperability, cybersecurity, and information assurance.
- Additional flight tests, logistics support, reliability, and maintainability efforts.
- Procurement of life-of-type/last-time-buy hardware and initial spares.
- Life cycle program planning, maintenance capability establishment, training, and Packaging, Handling, Storage, and Transportation (PHS&T).
Contract & Timeline
- Type: Sole Source Delivery Order (N0001926F0221) under BOA N0001921G0006
- Awarded To: The Boeing Company
- Award Date: April 2, 2026
- Ordering Period: FY23 through FY26 (under the BOA)
- Place of Performance: Saint Louis, MO
- Product Service Code: AC14 (National Defense R&D Services)
Justification for Other Than Full and Open Competition
The award was justified under 10 U.S.C. 2304(c)(1) as a sole-source action. Boeing is deemed the only responsible source due to its unique capabilities, complete data, experienced staff, necessary facilities, and technical understanding derived from its ongoing development of the MQ-25 Engineering and Manufacturing Development (EMD) contract. A Technical Data Package (TDP) is not expected until May 2025, making other sources impracticable at this time. A sources sought waiver was approved on July 30, 2021, and no additional market research was conducted.
Actions to Remove Barriers to Future Competition
To enable future competition, the MQ-25 program is being developed using a Modular Open Systems Approach (MOSA). Additionally, a Technical Data Package (TDP) will be procured to facilitate competitive procurement of MQ-25 system-related requirements and subsystems in the future.
