Description:
Portsmouth Naval Shipyard (PNSY) has a requirement for non-personal services to provide structured, facilitated problem-solving workshops. The objective is to enhance operational excellence, improve core shipyard processes, and develop an internal capability for continuous process improvement. The contractor shall provide all personnel, materials, and services necessary to plan, facilitate, and report on these workshops.
The contractor will be responsible for a full-service solution that includes:

Facilitating approximately 24 two-day, on-site, structured process improvement workshops over a 12-month period of performance.

Guiding Government teams through a full problem-solving cycle, including current-state process mapping, root-cause analysis, and the development of actionable improvement plans.

Providing knowledge transfer to designated Government personnel in a "train-the-trainer" capacity to build a self-sustaining internal facilitation capability.

Providing and managing user licenses for a commercially available, cloud-based Collaborative Process Mapping and Improvement Tool that meets the functional requirements outlined in the solicitation.

Delivering all associated workshop materials (e.g., workbooks, job aids) and detailed post-workshop action reports.
