Scope of Requirements

The Government requires a commercial, non-Government Furnished Property (non-GFP) solution for ten (10) non-instrumented PTT trainers. These trainers must be high-fidelity physical replicas of the CROWS-J system, designed for classroom use to facilitate maintenance and parts-replacement training. Key requirements include:

  • Compliance with CROWS-J system characteristics.
  • Stability, dimensions, and weight suitable for classroom part task training.
  • Durability and Hardening: Reinforced cabling, Helicoil inserts for high-wear threaded connections, and structural integrity to withstand repeated disassembly and reassembly by students.
  • Capability for replacing and removing parts to build muscle memory.

Interested parties should submit a capabilities solution addressing:

  • Company Experience and Past Performance: Describe experience with similar projects, providing at least three relevant examples from the last five years.
  • Business Information: Company name, address, website, U.S. business entity verification, business size/category, recommended NAICS, potential teaming partners/subcontractors, CAGE code, primary NAICS/PSC, and key personnel contact information.
  • Technical Capability: Describe the technical approach to meeting requirements, capabilities in design, engineering, manufacturing, and quality assurance, self-performance capability, and commercial availability of services/products.
  • Rough Order of Magnitude (ROM) Pricing: Provide a non-binding ROM estimate broken down by major cost drivers (e.g., engineering, manufacturing, materials, shipping).
  • Legal & Certifications: Acknowledge responsibility for acquiring and maintaining necessary certifications.
