This document is Amendment 0003 to Solicitation N00104-26-Q-NB98.

• Clause 52.222-90, "Addressing DEI Discrimination by Federal Contractors (DEV 2026-00038) (APR 2026)" is incorporated.

This amendment extends the date specified for the receipt of offers. The original solicitation was dated March 12, 2026. The effective date of this amendment is April 28, 2026.

Solicitation / RFP / RFQ

This is a Request for Quotations (RFQ) for "STUD, CONTINUOUS THD" (NSN 1HM 5307-01-632-7798, NIIN 016327798). The requirement is pursuant to Emergency Acquisition Flexibilities (EAF).

• The material is designated as SPECIAL EMPHASIS material (Level I, Scope of Certification, or Quality Assured) due to its critical use in a shipboard system where failure could result in serious personnel injury, loss of life, or loss of the ship.

• Technical requirements are detailed in Sections C, D, E, and attachments.

• Packaging must be in accordance with MIL-STD-2073.

• Production Lot Test (Government - Destructive) is required.

• Specific technical requirements include adherence to MIL-DTL-1222, with specific details on material properties, heat treatment, testing (axial tensile, wedge tensile), and laboratories for testing.

• Hazardous material identification and Material Safety Data Sheets are required for any identified hazardous material.

• The resultant award will be issued bilaterally, requiring contractor acceptance prior to execution.

• Delivery is required within 30 days.

• FOB Destination.

• Quotations are due by close of business on April 13, 2026.

• Past performance will be considered in the evaluation of offers (IAW FAR 13.106(a)(2)).

• The government may waive the Inspection and Test Plan (Data Item A001) if it is already on file.

• The RFQ is not explicitly stated as set-aside, but "SMALL" business classification is an option.

• The contract may be rated for national defense under the Defense Priorities and Allocations System (DPAS).

• Drawings, if included, require access requests via SAM.gov and subsequent email to the POC.

• The set-aside status has been changed as noted on page 2.

• The deadline for submitting offers has been extended to May 15, 2026.

• The opportunity is no longer set-aside for small businesses and is now considered unreviewed-unrestricted.
