Scope of Work
The contractor will manufacture and supply continuous thread studs meeting stringent specifications, primarily MIL-DTL-1222 and QQ-N-286. Key characteristics include Type IV, Grade 500 (QQ-N-286), Solution Annealed and Age Hardened, 5/8 INCH size, 4 1/8 INCH length, 11 UNC Thread Series, Class of Fit 3A, and Chamfered End. The material must be mercury-free. A crucial aspect is providing one additional fastener for each unique heat/lot with complete traceability.

Key Requirements
- Quality System: Contractors must maintain a quality system in accordance with ISO-9001 (or MIL-I-45208) and calibration system requirements of ISO-10012/ANSI-Z540.3 (or MIL-STD-45662).
- Testing & Certifications: Required certifications include Liquid Penetrant Inspection and Ultrasonic Inspection on starting material. Slow Strain Rate Tensile Tests for QQ-N-286 must be performed by approved laboratories. Material certifications (DI-MISC-81020) and Certificates of Compliance (DI-MISC-80678) are mandatory, requiring positive and unqualified statements.
- Traceability & Marking: Strict traceability from material to certification test reports is required, with unique traceability numbers marked on the material per MIL-STD-792 and MIL-DTL-1222.
- Inspection: Government Quality Assurance at source is required. Final inspection includes material sampling (ANSI/ASQ-Z1.4) and 100% inspection of certification data, traceability, and NDT certifications.
- Subcontractor Management: Prime contractors must assess subcontractor capabilities, conduct periodic reviews, and ensure compliance with quality requirements.
- WAWF Submission: Certification data must be submitted via Wide Area Work Flow (WAWF) to Portsmouth Naval Shipyard (PNSY) (Ship to N50286, Inspect by N39040, Accept by N39040), with email notification to PORT_PTNH_WAWF_NOTIFICATION@NAVY.MIL. No material is to be shipped prior to acceptance.
