Submission & Evaluation
- Mandatory NDA Submission: Offerors must submit a completed Attachment 7 (Non-Disclosure Agreement) via email to the Contracting Officer and Contract Specialist by February 10, 2026, 12:00 p.m. EST. This is required to receive restricted Attachments 7(a) (Route List) and 7(b) (Commuting Area Zone information/Map), and failure to submit will result in ineligibility.

- Past Performance (Factor 2): Offerors must submit up to three recent (within 3 years) relevant contract references, with the prime having at least one. A "Neutral" rating will be assigned if requirements are not met.
