Submission & Evaluation

• Mandatory NDA Submission: Offerors must submit a completed Attachment 7 (Non-Disclosure Agreement) via email to the Contracting Officer and Contract Specialist by February 10, 2026, 12:00 p.m. EST. This is required to receive restricted Attachments 7(a) (Route List) and 7(b) (Commuting Area Zone information/Map), and failure to submit will result in ineligibility.
• Questions Due: Electronically by February 13, 2026, 12:00 p.m. EST.
• Proposals Due: By February 26, 2026, 12:00 p.m. EST, via email to Sidnie Miranda (Sidnie.Miranda@DoDEA.edu) and Esther Yi (Esther.Yi@DoDEA.edu). Emails over 10 MB will be rejected.
• Evaluation: Proposals will be evaluated using a Best Value Tradeoff approach based on four factors: Technical Approach (most important), Past Performance, Price, and Representations and Certifications. Technical Approach is weighted more heavily than Past Performance, and both combined are more important than Price.
• Technical Approach (Factor 1): Requires detailed responses on staffing capability (Contract Managers, Drivers, Safety Attendants, Safety Aides) and vehicle capability (types, quantities, features for daily commute and SPED). Mandatory questions must be answered to avoid an "Unacceptable" rating.
• Past Performance (Factor 2): Offerors must submit up to three recent (within 3 years) relevant contract references, with the prime having at least one. A "Neutral" rating will be assigned if requirements are not met.
• Representations & Certifications (Factor 3): Offerors must ensure their SAM registration is active and accurate, and complete all required enclosures, including those related to responsibility matters, commercial products, trafficking in persons, telecommunications equipment, and cloud computing.
