Quick Summary

The Naval Medical Research Command (NMRC) has issued a Special Notice indicating its intent to award a sole-source contract to the University of Colombo, Sri Lanka. This contract is for a critical study on acute undifferentiated febrile illnesses (AUFI), including dengue, chikungunya, Zika, hantaviruses, and Crimean-Congo hemorrhagic fever (CCHF), in Sri Lanka. While intended as sole-source, the Government will consider responses from other interested parties.

Purpose & Scope

The primary purpose is to expand research into febrile vector-borne illnesses and improve diagnostic capabilities for these conditions, particularly for US service members and DoD personnel in the region. The study will focus on AUFI surveillance in Sri Lanka, a region with endemic vector-borne diseases and limited diagnostic infrastructure.

Key Requirements

The selected entity will be responsible for:

  • Establishing a local Sri Lankan team to recruit and process samples from approximately 150-200 hospitalized AUFI patients (14 years and older) in the Eastern Province.
  • Collecting detailed clinical, occupational, and environmental exposure data to identify risk factors for AUFI pathogens.
  • Conducting testing for AUFI pathogens (dengue, chikungunya, Zika, hantavirus, CCHF) using molecular diagnostics and serology.
  • Performing dengue genotyping and determining the strain of chikungunya virus in positive specimens.

Additional Notes

This notice is not a request for competitive proposals. However, the Government will consider all responses received. All contractors must be registered with the System for Award Management (SAM) and possess a Unique Entity Identification (UEI) Number to be eligible for award. The justification highlights the unique qualifications of Dr. Neesha Rockwood and her team in Sri Lanka for managing such clinical cohort studies. Inquiries regarding the justification can be sent to mmd-contracts@health.mil.
