Submission & Evaluation

The submission process is three-step:

  1. White Paper Submission: White papers should not exceed seven pages and must include technical details, risk identification, project duration, preliminary schedule, and approximate total cost. White papers exceeding $1 million will not be considered.
    • Evaluation: White papers will be reviewed for technical feasibility, viability (compatibility with DoD constraints), and sufficient interest to DLA to warrant a technical proposal.
  2. Technical Proposal Submission: By invitation only. Evaluation factors include Scientific and Technical Merit (Feasibility), Research Management and Organizational Structure (Viability and Desirability), Desirability, Past Performance, Capabilities, and Related Experience. DFARS 252.245-7005 (Management and Reporting of Government Property) has been added.
  3. Cost Proposal Submission: By invitation only, evaluated for cost realism and reasonableness.
